MINUTES OF THE ANNUL PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 12 MAY 2009 AT 7.30 pm

Apologies for absence had been received from NCC Tony White, PCSO Ester Bortz and Parish Councillors Mr T Fothergill, Mr D Baker and Mrs L Arbour.

 

Mrs Raburn invited nominations for Chairman for the coming year.  It was proposed by Mr Gossage and seconded by Mrs Sismey that Mrs Pat Raburn is asked to continue as Chairman for the next year.  Mrs Raburn said she would agree to take on the role if this was the wish of all the councillors.   As there were no further nominations everyone agreed to Mrs Raburn being re-elected.

With regard to the nominations for Vice-Chairman, it was agreed that the matter be left to the next meeting.

 

1.            MINUTES

 

Resolved:   That the Minutes of the Meeting held on the 14 April 2009 previously circulated be approved and signed by the Chairman, this was proposed by Mr Denney and seconded by Mrs Eade.  With regard to the Minutes for the meeting held on the 10 March 2009, these will still be left in abeyance as Mr Fothergill is not present at the meeting.

 

2.            MATTERS ARISING AND CORRESPONDENCE

 

RAF Lakenheath:   Squadron Leader Neild said there was not a lot to report.  With regard to having family days in line with our holidays, they do endeavour to do this but have to keep days in line with school holidays.

A squadron has just come back from Afghanistan, and they are getting ready to start building some of the new houses in Feltwell.   Mr Denney said he has been experiencing some interference in his T.V. and radio reception, could this be anything to do with radar and scanning from RAF Lakenheath. Squadron Leader Neild said he was not aware of this happening but would be prepared to come and look at the trouble if it continues.

The question of RAF Lakenheath holding another meeting in the autumn was discussed, and Squadron Leader Neild asked if it would be possible to hold a joint meeting for Feltwell and Hockwold, Mr Storey said he thought this was a good idea to get the two villages together.

Squadron Leader Neild will look into this possibility.

Local Government Review – Boundary Committee:  Further letters gave been received from the Borough Council, Norfolk County Council and the Boundary Committee regarding this matter,  and a copy of one of these documents the clerk has copied and given out to councillors.  NCC say there are two options for Norfolk, 1) one council for Norfolk –based on the Norfolk boundaries only, 2) Two councils for Norfolk-one for an expanded Norwich and another for the rest of Norfolk.

Responses are due by 14 May 2009.

Councillor Lawrence stated that the Kings Lynn letter is not worth the paper it is printed on.  We want to keep the status quo!  It was agreed that the clerk should send a copy of her letter dated October 08 with another one reiterating the Parish Councils Views, and that all the councillors should e-mail the Boundary Committee requesting for the status quo.

 

Audit 2009:     The clerk has done all the figures and councillors were sent copies of them with the Minutes.  No one had any questions regarding these figures.  The Councillors then completed Section 2 – Annual Governance Statement of the Audit forms and it was then proposed by Mr Denney and seconded by Mrs Sismey that all the necessary forms and the Account Book be signed by the Chairman and Clerk, everyone agreed.

 

Street Lighting Energy:   The Energy Contract with EDF Energy for our street lights end on the 30 June 2009.  EDF Energy have sent quotes for renewal for 1, 2 and 3 year contacts, these stay firm until Friday, but are greatly increased in price!!  The clerk has been in touch with E.on (who we were with before), for a quote, but as yet, they have not got back to us.   After some discussion it was agreed that if E.on’s quote is with us by Friday the Chairman and clerk should make the decision who should supply our street lighting energy.  If it is not received, new quotes will have to be obtained on the day of our next meeting. (Electricity prices change every day). This was proposed by Mr Gossage and seconded by Mrs Barrett and everyone agreed.

 

Norfolk Association of Local Councils – LINK:    Our annual subscription for the LINK magazine is now due for renewal.  It was proposed by Mr Gossage and seconded by Mr Denney that this renewal is paid.

 

Annual Donations:   The yearly donation to the Village Hall, Playing Field and St James Churchyard was discussed.  It was proposed by Mr Denney and seconded by Mrs Barrett that the same amount as last year be sent - £716.00 each.  Everyone agreed.

 

Highways:   A letter has been received from Martin Edmunds the Highway Engineer stating that he has programmed the pothole near the post office and at the junction of Malts Lane/Station Road to be attended to, and also the new footway in Station Road.    It was pointed out that potholes marked two months ago have been attended to, but some marked previously have been left.  Why?  It was also reported that one pothole was filled with tarmac but not rolled down, and another near 8 Mill Lane, the spoil was dug out and put on this property and left.  The clerk will report these matters.

 

Kings Lynn Mayor’s Civic Service:     An invitation has been received for two members to attend this Civic Service in Kings Lynn on Sunday 17 May 2009.  Unfortunately no one was able to attend. 

 

Norfolk Policing Plan 2009-12:    A copy of this plan has been received, it was agreed that this should be passed round to all councillors for them to read, any comments they wish to make can then be sent in together.

The Lode – River Front:    The clerk had been in touch with the Environmental Agency regarding having a lifebouy placed at the river front.    They feel this question is for the Health & Safety Executive.  Swimming at this spot has gone on for years and it was felt no-one would be able to stop it happening.  All previous livebouys have disappeared, so it was felt this matter should be left in abeyance.

 

NCC-Validation of Planning Applications:   This document stating the local list of requirements has been received, and it was felt that everyone should read it.  It is to be passed round to all Councillors during the coming month.  Any comments to be reported at the next meeting.

 

EACH-East Anglia’s Children’s Hospices:    A letter has been received from this Charity asking if the Council would consider making a donation this year.   Donations have been sent to such hospices in this region, from organisations within the village in the passed.  It was felt we could not do anything this year.  Letter to be kept on file.

 

A11 Trunk Road Improvement:    Notification has been received informing the council that the Secretary of State intends to hold a Public Local Inquiry to consider the draft Orders and to hear objections.  He also intends to hold a Pre-Inquiry Meeting.

 

BCKLWN-Community Emergency Plans 2008/09:   A letter has been received regarding the ongoing programme of developing community emergency plans.  A copy of this letter has been given to councillors to read and will be discussed in our June Meeting.

 

Planning Query re: Change of use for holiday Cabins:   After last months meeting the clerk wrote to planning regarding permission and change of use for log cabins being  built on agricultural and.  An acknowledgement has been received of this letter, and the clerk understands planning spoke to Mr Fothergill about this matter in her absence.  To be discussed at the June meeting.

 

Cowles Drove:    Mr K Ladell of Hockwold Lodge has written to the council advising them he has no objections to Mr M Cobbold having two holiday homes erected on his land in Cowles Drove.  This planning application was discussed at the last meeting and the councillors supported the application.

It was proposed by Mr Gossage and seconded by Mrs Barrett that these accounts be paid.

 

5.            ANY OTHER BUSINESS

 

Chestnut Trees:   Mr Gossage reported that the Chestnut trees in Pearces Close and Cross Hill need to be looked at; branches hanging down have been pulled about.  It was agreed that John Long should be asked to look at the trees, and carry out any work he feels necessary.

 

Church Lane:    It was reported that some fencing is lying down opposite the church wall in the Church Lane.  Mrs Eade knows the owner of the property and will speak to them.

 

Main Street – New Wall:    It was reported that the new flint wall built outside a house in Main Street looks very good and in keeping with the other walls nearby.

 

Flower Festival:   Jasmine Grass did the arrangement on behalf of the Parish Council and it was agreed that the clerk should write and thank her.

It was agreed that the next meeting of the Parish Council will be held on 9 June 2009 at 7.30pm.
