MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 24th JULY 2007 AT 7.30 pm

Apologies for absence had been received from Mrs L Arbour, NCC Tony White, P.C. Ross Smart and Squadron Leader Paul Harrison.

 

1.            MINUTES

 

Resolved:      That the Minutes of the meeting held on the 12th June 2007 previously circulated be approved and signed by the Chairman.  This matter was proposed by Mr Denney and seconded by Mr Fothergill.

 

2.            MATTERS ARISING AND CORRESPONDENCE

 

Feltwell Base:    The clerk had been informed by the Base that Squadron Leader Harrison had left RAF Lakenheath and retired from the RAF on the 20th July 2007.  A new RAF Commander will take up position at the end of September 2007.

 

Street Lighting – Energy:     As per the instructions from the council at the last meeting the clerk in consultation with the chairman set up a new two year contract with EDF Energy, who offered a better rate of energy per kWt for our un-metered supply.  This charge will continue to be paid by Direct Debit every month.     When setting up a new Un-metered Supply Certificate it came to light that we had been paying a wrong rate for the past two year (less than should be), this error shows up on E-on Energy’s final account, which is slightly larger than usual.

 

N.C.A.P.T.C:     This association has drawn up this year Handbooks, it was agreed that the two new councillors should have one each and the clerk should have a new one, the other councillors had copies of the handbook last year.  This was proposed by Mrs Eade and seconded by Mr Gossage.

It was also proposed by Mrs Sismey and seconded by Mr Fothergill that we should pay for a further year’s subscription to the Norfolk LINK.

The Council is also asking for Parish Councillors to be elected or co-opted onto this Committee, no councillors wished to put their name forward.  Also received are details of forthcoming training days for clerks.

 

Allotments:    Two letters from parishioners have been received requesting allotments for the forthcoming year.  Allotments come up for rental from the 11 October 2007 and this matter will be placed on the agenda for the September Meeting.

West Norfolk Sports Council:     A letter has been received from the Administrator of the Sports Council asking for a co-ordinator from the Denton Ward.  No councillor felt they were able to take on the position.

 

HATS:    A letter has been received from the Chairman of HATS thanking the Council for their donation.

 

Police – Safer Neighbourhood Team:     The Chairman has been informed that the next meeting of the SNT is to be held in Hockwold Village Hall on the 12 September 2007 at 7.00 pm.  Notices will be put up nearer the time.

 

BCKLWN – Electoral Office:     A letter has been received from this office asking for Canvassers in the Hockwold Area.

 

Vitalise – Essential Breaks for Disabled People & Carers:    A letter has been received from this organisation explaining their aims and asking for funding.  After some discussion it was agreed that in this instance we could not send a donation – this was proposed by Mrs Barrett and seconded by Mrs Sismey.

 

Nursery Lane:     A letter has been received from a parishioner expressing concern regarding the flooding at the bottom of Nursery Lane.  The clerk will contact Highways and ask them to look into the matter.  There is a pit at the bottom of the lane with a gulley, this needs to be cleared so the water can run away.

 

BCKLWN – Local Framework – Statement of Community Involvement:    Several documents have been received regarding this local framework, which are required to be read by councillors.   It was agreed that these should be passed round for everyone to read.

 

Environmental Health & Housing:    A letter has been received from a Community Development Office of the Borough Council explaining how they can support voluntary and community groups in the Parish.  A copy has been placed on the Notice Board and one has been given out to councillors.

 

Licensing Act 2003 – Statement of Licensing Policy Review:      Regulations require that the Borough Council review this policy and have the new policy in place by the 6th January 2008.  They are proposing that the policy is amended to reflect the changes printed on the back of the letter.  All councillors have been given a copy of this letter; any comments have to be in by the 30th September 2007.

 

Consultation on Housing Strategies and Polices by KLWNBC:   Copy of this consultation draft given out to councillors.

 

Parish Plans Meeting:    A copy of the Minutes taken at the meeting held on the 10 July 2007 has been received.  A copy of these Minutes was given out to councillors.

3.            PLANNING APPLICATIONS/PERMISSIONS/REFUSALS

 

A letter has been received from the Enforcement Officer stating that the caravans on the land adjacent to Moor Drove are in agricultural use and therefore do not require specific planning permission.

This new application has set the fence back from the pavement, and would be much shorter than the existing hedge – the Parish Council raised no objections to this application.

Details – Two storey Dwelling & Double Garage.                       

The Parish Council raised no objections to this application but expressed reservations regarding access, siting of garage and visual impact in the conservation area.

 

Mr Gossage declared an interest in this planning application and took no part in any discussions.

The Parish Council raised no objection to this application, the property was not in a built up area and there were walls nearby of similar height.

The Parish Council raised no objections to this application as alterations from original passed plans will not overlook any surrounding properties.

Details – Permanent retention of Business Dwelling and Offices without complying with condition 1 of Notice 04/01368/F.

The Parish Council raised no objections to this application.  The area in question does not overlook any other properties and the business has been up and running successfully for sometime with no problems.

REFUSAL – Ref No: 07/00450/F – CnD Livestock – Siting of mobile home for agricultural worker and site office at River View Farm, The Lode, Church Lane, Hockwold, Norfolk.

Refusal Recorded.

 

As yet the plans and full details for ‘Change of use of land to site for holiday homes and nature reserve at Land East of Plantation Cottage Brandon Road, Hockwold  have not been received by the clerk, although according to Planning they have been sent out  twice?   It was arranged for an extra meeting of the Council on the 7 August 2007 to discuss this application.  Parishioners interested can view the plans between the hours of 7.00pm to 7.30pm and give their views.  The council will then discuss the matter and make their decision.

It was proposed by Mrs Barrett and seconded by Mrs Sismey that these accounts are paid when the cheque book it returned from the internal Auditor.

 

5.            ANY OTHER BUSINESS

 

Cowles Drove:   It was reported that a Mr Cooper right at the end of Cowles Drove has placed a caravan and a concrete Pad on his land.  He has also put in some moorings.  The environment agency and drainage board know of the situation.  The clerk will report the matter to the planning authorities.

 

South Street:  The White House in South Street (? No 44) has demolished an old garage, built a new double garage and also an extra piece on the side of the house.  The clerk will report this matter to the planning authorities.

 

Mill Lane:     During the period of time the workman are putting in new drainage in Mill Lane it was felt that it would be easier for traffic if the gate in Adders Lane was opened so the traffic could go through and out Pearces Close.  The clerk will speak to highways about this matter.

It was also reported that soil has been dumped at the top of Mill Lane, this called be classed as fly tipping.  The clerk will look into this matter.

 

Police:   Cars parking on the roadway in Main Street near the junction with Church Lane make it very difficult when going in and out of Church Lane, the clerk will speak to the police about this matter when they ring up tomorrow.

 

Lights:   The ivy growing all round the light in South Street has now been cut back by Pearce and Kemp after the clerk had spoken to the owners of the house concerned.

 

Alleyways from South Street to Main Street:    It was reported that these alleyways need to be sprayed for weeds by the Highways or Borough Council.  The clerk will report this matter.

 

Mr Denney reported that the cricket match in aid of Village Roof funds is to be held on the 12.8.07

And the Bowls Match also in aid of Village Roof Funds has been re-scheduled to 16.9.97

 

Notices on Telegraph Poles:   It has been noticeable that advertising notices put on to telegraph poles are never taken down.  It was agreed that this matter will be mentioned in the Parish Magazine.

Flashing Speed Light:    The forty MPH flashing speed light in Station Road at the Lakenheath end is not working properly; the clerk will report this matter to the NCC Lighting Department.

 

Sandpit:    The Suffolk Police and Forestry have been working together over the problem of the sandpit, and it was noted that the problem of motor cycles etc has virtually stopped

 

The Chairman reported that she will be putting into the Village Magazine a request for parishioners not to contact her or the clerk after 8.00pm at night.

 

6.            DATE OF NEXT MEETING

 

It had been arranged that the next meeting of the council would be a week earlier because of the Clerk’s holiday - Tuesday 4 September 2007 at 7.30pm.

 

As there was no other business the Chairman closed the meeting at 9.00pm.

 

This date has now been altered to Wednesday 5th September 2007 at 7.30pm still at the Methodist Schoolroom.
