Resolved: That the Minutes of the meeting held on the 10 February 2009 previously circulated be approve and signed by the Chairman. This was proposed by Mr M Denney and seconded by Mr T Gossage.
2. MATTERS ARISING AND CORRESPONDENCE
Drainage Board: A letter has been received from the Borough Council regarding the vacancy on the Board due to Mr Dave Owens retirement. No one felt they wanted to take over this position.
Inter-Village Sports: Details have been received regarding this sporting event held every year. Hockwold has entered this event in the passed but now has no one to manage a village team.
It takes a lot of effort and time. No councillors felt able to take on this commitment.
BCKLWN – Core Strategy: Details of this consultation have been received; Mr Fothergill agreed to take the booklet and read through, to see if any of it affects Hockwold.
Police – Community Officer: PCSO Ester Bortz (Hockwold’s Community Support Officer) and PCSO Clare Lines attended the meeting and reported to the councillors that they have found no evidence of drugs, no syringes on the playing field. PCSO Tracy Milburn is parenting the motor bikes/trikes situation in the forest and liaisoning with the forestry commission, and this matter is on going. Mr Baker said at weekends they go past his house and he could get details and pass them on. Mr Fothergill asked if the council could have details of the police efficiency in their results of crimes committed.
RAF Lakenheath: Squadron Leader Neild reported that the meeting held recently in Lakenheath had been successful, and they are holding another one in Brandon Church Institute at 2 pm on Thursday 12 March 2009. Mr Baker said he attended the Lakenheath meeting and said it was very good and he enjoyed the evening.
ENERTRAG UK Ltd – Wind Farm: Details have been received from this company regarding planning consent they are proposing to apply for, the construction of 9 wind turbines to the North of Weeting. Mr Denney felt they would not be near enough to Hockwold to cause any disturbance. It was agreed that the Council should monitor the situation. Mr Lawrence District Councillor said he was not in agreement with wind farms being erected.
NCC – Highways: A letter has been received from Mr Edmunds Highways Engineer saying that the B1112 is on a future scheme to be resurfaced, but has not been included in the 2009/10 programme. Work should start in the near future to solve the problem at the bottom of Nursery Lane.
The following highway queries were put forward by councillors: some work has been done in Nursery Lane and the situation is now worse. Entrance to Main Street off Station Road. Verge next to the Post Office in Malts Lane. South Street near the Methodist Church. Pothole outside No 5 Mill Lane, after rain the water splashes up the house. The clerk will telephone about the above tomorrow and write a letter of confirmation.
BCKLWN – Open Water: A letter has been received from the Leisure & Public Space department of the borough council drawing to the attention of all councils who may have waterways, ponds, lakes etc under their ownership to carry out risk assessments on such areas. It was decided that the clerk should contact the Environment Agency regarding the river front down The Lode, where during the summer children have been swimming there for years.
Flower Festival –St James Church: Mrs Arbour will not now be able to do the Parish Councils arrangement for the flower festival at the beginning of May. Mrs Arbour has spoken to other people and is sure she will be able to get someone else to do it for us.
BCKLWN – Dog Fouling: A letter has been received from the Borough Council informing the parish council that they have introduced the ‘Control of Dogs BCKLWN Order Number 1 2009 to allow limited access for dogs to the Hunstanton Bathing Beach. Previously there had been a complete ban.
J L Landscape: John Long has sent into the Parish Council his invoice for the grass cutting and weeding at Cross Hill for last year, this is £60.00 and he requested that this money be sent to Hockwold Primary School as usual. It was proposed by Mrs Eade and seconded by Mr Fothergill that this amount be sent, also a letter to Mr Long thanking him for his donation to the school.
Also received from Mr Long his invoice for cutting off the dangerous branch on the tree on Cross Hill, and the repairs he did to the Bus Shelter recently, these together amounted to £248.50. It was proposed by Mr Denney and seconded by Mrs Barrett that this invoice be paid.

3. PLANNING APPLICATIONS/PERMISSION/REFUSALS
Ref: 09/00257/F Name: Mr & Mrs K Wheeldon
Nursery Lane, Hockwold,
Location – Land adj. to No 3 Nursery Lane Thetford IP26 4ND
Details – Constr. of detached cottage style dwelling with integral garage.
The Parish Council refused this application on the grounds that it was positioned very close to the road. The proposed building very dominant and out of character for the position and surrounding area, bearing in mind this would be in the conservation area of the village.
This was proposed by Mr Fothergill and seconded by Mr Baker, and all the councillors agreed.

Location – Hockwold Lodge, Cowles Drove. Hockwold, Thetford. IP26 4JQ
Details – Extensions to dwelling.
The Parish Council supported this application. It is set back from the road, and will not overlook any other property. The proposal is in keeping with the rest of the property. This was proposed by Mr Denney and seconded by Mrs Barrett, and all the councillors agreed.
Notification had been received from the Borough Council that the application from Mr C Guy of Island Farm Cowles Drove, discussed last month has been withdrawn.
Ref: 08/02698/F – Mr J Scott, Whitedyke farm, Black Dyke Road – Cattery at Whitedyke Farm.
Ref: 09/00060/F – Mr J Ross, 8 Peacock Close Hockwold – Extension to Bungalow.
Permission Recorded. During the month notification had been received that this application was going before the full Planning Board. The clerk passed this letter to the Vice Chairman Mr Fothergill, who reported that he went to look at the property and felt that the council made a mistake in passing this application.

It was proposed by Mrs Barrett and seconded by Mrs Arbour that these accounts be paid.
5. ANY OTHER BUSINESS
Sand - South Street: This is still laying on the road way, the clerk reported that she has ready spoken to Highways and Mr Edmunds is going to speak to the householder tomorrow.
Street Light: It was reported that the street light outside 57 Main Street is not working the clerk will report this malfunction.
Dog Fouling & Dog Waste Bins: It was reported that the three dog-waste bins situated within the village are emptied regularly. It was also reported that dog walkers are clearing up after their dogs, but as they walk up to the top of Mill Lane they hang their poly-bags on the surrounding trees instead of taking them home. It was agreed that a note will be placed in the village magazine about this matter.
Highways: It was reported that the gutter outside the bungalow next to the club has been cleared but none of the others. There is still a lot of mud around the village, which needs to be cleared up.
Visit to Norfolk Records Office: Only eleven names have been received for the trip to the Norfolk Records Office on April 28th 2009. If no more names are received cars will be used and not a mini bus.
Public Payphone: The rest of the glass in the payphone booth next to the bus shelter has been smashed. The clerk will contact BT and the police about this matter.
Cross Hill: It has been reported that an A Frame advertising board has been placed by the Red Lion on the Cross Hill; this could be an obstruction for drivers pulling out of Church Lane.
Malts Lane: It was reported that one of the Malts Lane street sign is broken. This will be reported to the Borough Council.
Lakeland – Electricity Sub-Station: This sub-station presumably owned by EDF seems to have been neglected – driveway not attended to neither have the dead leaves been cleared up over the years. The clerk will write to EDG Energy about this matter.
6. DATE OF NEXT MEETING
It was agreed that the date of the next meeting will be on the14 April 2009 at 7.30 pm.
As there was no other business the Chairman closed the meeting at 7.55 pm.
