MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 10th OCTOBER 2006 AT 7.30 pm

Mr M Storey gave apologies from Mr Tony White Norfolk County Councillor.
Resolved: That the Minutes of the meeting held on the 12th September 2006 previously circulated be approved and signed by the Chairman. This was proposed by Mrs Sismey and seconded by Mr Fothergill.
2. MATTERS ARISING AND CORRESPONDENCE
Village Sandpit: It was reported that the two signs put up at the Sandpit have now been stolen. This was reported to the police and a letter has been received from them giving the council a Crime No of CR49024/06/0. A letter has also been received from Allianz Cornhill our insurers accepting our Risk Assessment and Hazard Analysis for the sandpit. They also recommend that a notice should be put up stating that due to unauthorised motorcycling activities and the potential for oil etc. to contaminate the sand, those taking the sand must do so at their own risk. The clerk will put a notice up on the Notice Board and will also tell parishioners that Mr Tony Gossage has the key to the gate and anyone wishing to extract sand should contact him for the key to the gate.
Feltwell Base Entrance: Squadron Leader Paul Harrison was present at the meeting. It was pointed out to him that the lights at the Feltwell Base entrance hit drivers in the face, and it was felt they should be set at night time. He was also asked why the gun range was in use at night time, and it was thought to be only used for small gun fire. He will look into these matters. Squadron Leader Harrison was also asked when the new entrance to Feltwell (Elvis) will be in fully opened, and also about a broken bollard that needs to be repaired. It was also reported that the ditches in the Feltwell Road to Blackdyke entrance have been filled in and there has been some flooding. Sq. Leader Harrison has already heard about this matter and is dealing with it.
It was pointed out that the school bus was still picking up children on the corner of South Street. Sq. Leader said the matter had been discussed with Highways but they did not feel it should be altered. He will challenge them again about this pick-up point. The clerk will ask highways about the white line outside the base being repainted.

Squadron Leader Paul Harrison said he would look into all the matters raised and report back.
Macmillan Cancer Support: A letter has been received from this charity asking for a donation. The clerk reported that a donation was given last year. It was proposed by Mrs Sismey and seconded by Mrs Arbour that a cheque for £50.00 is sent.
Mr Denney said he felt the Parish Council should look at the number of donations we give out. It was decided to discuss this matter when the precepts are decided. We are dealing with other people’s money.
Norfolk Accident Rescue Service: A letter of thanks has been received from this Charity for the donation the Parish Council recently sent.
Munden House – Stones: A letter has been received from Flagship Homes who deal with Munden House. They apologised for the stones on the footpath and have instructed their gardener to sweep them back when he does his two weekly visits to the site.
Highways: A letter has been received from Highways acknowledging the Parish Councils letter but no information as to what and when any work will be done. It was agreed that the clerk should write again and send a copy of her letter.
SMP Leisure & Playground Seminar: Details of this seminar to be held on the 19th October 2006 at Southwold was passed to Mr Gossage for the Playing Field Committee.
Norfolk Police Authority: Details of a Public Meeting to be held at Downham Market High School on Thursday 19th October 2006 at 7.30pm entitled Safer Neighbourhoods. Mrs Raburn said she hoped to go if any other councillor would like to go with her.
N.C.A.P.T.C.: Details have been received regarding the AGM to be held on Saturday 4th November at County Hall if any councillors are able to attend, the clerk has full details. Also there is a vacancy on the Executive Committee – West Norfolk, if anyone would like to be nominated for election. The association has also asked for a Members Survey to be completed by either the clerk or the Chairman. It was agreed that the clerk should fill in the form on behalf of the Council.

Local Development Framework Core Strategy: This preferred option Paper has been passed to Mr Fothergill to read and pass round to councillors. After this a form has to be completed.

3. PLANNING APPLICATIONS/PERMISSIONS/REFUSALS

As between meetings the clerk asked all councillors for their view on this application. Seven councillors agreed to this application one was against. Application passed.
Mrs Sismey declared an interest in this planning application.

After some discussion it was proposed by Mr Allsop and seconded by Mr Gossage that this application is refused. A vote was taken two against 6 for. The application was passed.
A letter has been received from Mr A Smith Enforcement Officer regarding our complaint of Sitting of Residential Caravan – Red Barn, Cowles Drove Hockwold. Following an investigation of this matter it has been established that the caravan and associated buildings and paddock have been on site in excess of 10 years, this means they are immune from Enforcement Action.

It was proposed by Mrs Arbour and seconded by Mrs Sismey that these accounts are paid.
5. ANY OTHER BUSINESS
Street Lights: During the month the clerk has reported to Pearce & Kemp that two lights in Nursery Lane were on all the time, two lights in Church Lane were out and one in Main Street was out. These lights have still not been attended to, It was proposed by Mrs Sismey and Seconded by Mrs Eade that a letter be sent to Pearce & Kemp informing them of the dissatisfaction the Parish Council feels with their service they are providing , we should not have to report defects two or three times.
Over Hanging Trees: It was reported that trees from the garden of Flintstones are hanging right over onto the footpath in Station Road. The clerk will contact the owner of the property and ask if they can be cut back.
Enforcement Officer: Councillors expressed concern regarding the decision to close the file on Red Barn. This matter was brought to the Planning Departments attention some years back before the ten years were up, so if it had been dealt with promptly this would not have happened. It was agreed that the clerk should write to the enforcement officer to this effect.
Concern was also expressed about the lack of knowledge regarding other matters put before the planning, i.e. Barrett The Lode, Jamie Wright Cowles Drove, Ladels Cowles Drove, The Caravan Mores Drove and Mrs Hubbard Blackdyke. Mr Storey suggested the best way forward was to ask for a report on all of these matters. The clerk will write to the Enforcement Officer regarding the above enforcement cases..
Hockwold United Charities: Mrs Arbour asked if another councillor would agree to go on to this committee to represent the Council. Mrs T Sismey said she would be willing to take on the position. Mr Allsop suggested that perhaps there should be a change in the rules regarding handing out the money each Christmas. After some discussion it was decided to continue as previous years.
Red House – Station Road: Building work has been taking place at this address for some time. Was planning permission sought for this work? The clerk confirmed that planning permission was given for this work to go ahead.
Clingo’s Way: Parishioners have queried whether there will be a sign at the entrance to Boundary Road saying leading to Clingo’s Way. The clerk confirmed that such a sign will be going up.
The Ditherings – Station Road: It was reported that a drain cover outside this property was broken. The clerk will report this matter to the Highways Department.
Community Directory: A copy of the latest community directory for this area had been obtained, but unfortunately the map inside does not show Hockwold or Feltwell!
Nursery Lane: The gully running down the side of Nursery Lane needs to be cleaned out before the winter sets in, the clerk will report this matter to Highways.
Church Lane: Mr Denney said that the overhanging trees and shrubs down Church Lane have still not be cut back. The clerk will write to Highways yet again about this matter.
Also the alleyways in the village have not yet been attended to, this will also go into the letter to Highways.
Dog Fouling: The Chairman has been given some more ‘No Dog Fouling Signs‘ for parishioners to put up near their properties. Unfortunately these signs cannot go on BT Wooden Telephone Poles or Speed Restriction Signs of any kind.
State of Village: It was once again commented on the untidy state of the village, weeds growing in the gutters etc. The clerk will point these matters out in her letter to Highways.
It was also pointed out that there is gravel on pavement at the Church Car Park entrance. Mr Denney said he would speak to Mr Ross about this matter.
South Street: It was pointed out that the drain pipe down the side of Chain House comes out on to the roadway. Mr Denney said he had spoken to the new owners and understands this is going to be attended to.
6. DATE OF NEXT MEETING
It was agreed that the next meeting of the Council will be held on the 12th December 2006 at 7.30pm.
As there was no other business the Chairman closed the meeting at 8.45pm.
