MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 6 APRIL 2014 AT 7.30 pm

Resolved: That the Minutes of the meeting held on the 11 March 2014 previously circulated be approved and signed by the Chairman. This was proposed by Mrs Arbour and seconded by Miss Johns.
2. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: Squadron Leader Neild reported that there has been some media speculation regarding Lakenheath closing due to funding problem. At present this is all speculation nobody on the base knows if this is to happen.
Squadron Leader Neild also reported that there could be traffic problems on Friday 4th July as this will be celebrated as before.
NALC Weekly Updates: Everyone has received their copies, and no one had any queries regarding them.
Dogs at Lode Cottages: Following on from last meeting, the clerk contacted the police as requested regarding a dog jumping over the gate when people walked passed. By the time the police called Mr Moss had built the fence higher, having realised the dog was getting out. Mr Moss contacted the Chairman as he was rather put out about the police being involved, and questioned why the person who complained had not just spoken to them about this matter.
Miss Johns said that she had been contacted by a parishioner about this matter. The chairman said if someone has such a complaint it would be better for him or her to go direct to the owner or to the police themselves.
Audit 2014: The clerk has received the Audit forms for this year and the figures will be put before the Council at the next Meeting on13 May. The Annual Return has to be return to Mazars by the 4 July 2014.
NALC: Sue Lake from the Norfolk Association of Local Councils is leaving at the end of April and Parish Council have been asked if they would like to show their appreciation for the hard work and effort she has put into the association over the last ten year. After some discussion it was decided not to respond.
Cross Hill: The clerk reported that she had received an e-mail from Robert Wiseman Greenspace Officer of the Borough Council, regarding the ownership of Cross Hill. They are reviewing some of the BC’s ground maintenance activities. The clerk pointed out that Cross Hill was registered as Common Land in the village, and that the Parish Council pay ‘special expenses’ to cover the cutting by the Borough Council of Cross Hill and some other pieces of grass within the village.
LED Lighting: The clerk had received an e-mail from Linda Girling regarding ‘Parish Partnership LED Lighting Replacement, as she is trying to complete their financial records for 2014. The clerk contacted K & M regarding our new lights and she will let us know when she has a confirmed date. Linda Girling was told this information.
Incinerator: At the entrance to Moore Drove East a big notice had been erected ‘Incinerator’ £105 per tonne Alternative £55 to £85 per tonne followed by an e-mail address. The Clerk and Chairman checked this address and found it was referring to the King’s Lynn Incinerator. Mr Storey informed the council that he attended a meeting of the full County Council, and it was decided to cancel the contract on the King’s Lynn Incinerator, this will involve 20.3 Million pound compensation which could eventually end up 30 Million. Mr Storey said that Mr Pickles had repeatedly avoided making a decision regarding this matter.
Transport – Iceni Academy – Methwold: Mr Gossage had contacted the clerk regarding a near miss at the end of Mill Lane, he could not see traffic coming from the left, view blocked by School Children. The clerk contacted Judith Powell regarding this matter, Coach Service’s say they cannot alter the route the bus takes, it comes from Feltwell. She said she would arrange to travel on the bus to see for herself what happens and speak to the pupils, and let the council know the outcome
Zurich Insurance 2014/2015: Renewal papers have been received from Zurich Municipal for the coming year commencing the 1 June 2014 for £663.67 plus Insurance Premium Tax of £39.82.
The clerk has been approached by letter from another Insurance Company, but the last time they quoted for us their figure was £200 more. It was proposed by Mrs Arbour and seconded by Mrs Barrett that Zurich’s quote be accepted and paid. All the councillors agreed.
Asbestos:- Mr Bye had suggested to Mrs Eade that the Parish Council should provide a skip for parishioners to dispose of asbestos. Councillors said this would not be possible as asbestos has to be disposed off under strict rules and regulations and by licensed contractors. It was agreed that the Chairman should write about this matter in the Parish Magazine.

It was proposed by Mrs Sismey and seconded by Miss Johns that these accounts are paid.
5. ANY OTHER BUSINESS
Station Road B1112: The dip in this road outside the entrance to the Lakenheath Bird Reserve is getting much worse, it was agreed that the clerk should get in touch with Suffolk County Council Highways about this matter. Mrs Arbour said she would E-mail them if the clerk gets their details.
The more complaints the better.
Nursery Lane: Miss Johns said she had sent off an Enforcement Complaint regarding the property in Nursery Lane.
Allotments: Miss John said she is now part owner of one of the allotments, and reported that there is a lot glass laying about on one of the allotments near the top of the field.
Southery Road: A dyke has been dug out along one side of this road by a farmer, which makes a deep ditch one side of the road that could be very dangerous if anyone slid off the road. Mr Storey said that Highways have been involved in this matter and posts have been put up along the side of the road, and that he has reported the state of the road to as high as he can go in the Highways Department, and everything has been reported that can be reported!!

It was agreed that the date for the next meeting of the Council, The Annual Parish Council Meeting will be on Tuesday 13 May 2014 at 7.30 pm.
