MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 14 APRIL 2015 AT 7.30 PM

Ten Minute Open Forum – Mr Avella who lives in Little Barn in South Street attended the meeting to ask why the plans for the Detached Dwelling (Eco friendly) at Orchard Plot adjacent to 79 South Street, were not discussed at a parish Council Meeting. The clerk explained that the plans were received on 10 March 23015 and had to be returned to the planning department by the 27 March 2015, which was way before the next meeting Parish Council meeting on 14 April 2015. In such cases we send the plans round to all the councillors for them to state their views, and then the clerk sends all of them to the Borough Council. In this case the clerk would be on holiday, so they were returned to the Chairman and she sent them back to Mrs H Morris the Officer dealing with this application, giving the councillors views – five councillors had no objections, four councillors had objections. If we had waited until after our meeting, the views of the council would not have been taken into account if they differed from the Planning Department view. So the councillors feel the best way is to send the plans round for them all to look at and give their views.
Resolved: That the Minutes of the meeting held on the 10 March 2015 previously circulated be approved and signed by the Chairman. This was proposed by Miss R Johns and seconded by Mrs L Arbour..
2. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: Squadron Leader Neild informed the Councillors that the Red Arrows would be performed on the 4th July 2015 along with Falcons, Parachutes, Spitfire and Mustang. There has been some night flying going on, this has finished now so it should be a little quieter.
Mrs Sismey asked if he knew when the Wangford Road will be repaired. This was put back so that the B1112 could be done.
NALC Weekly Updates: These have been forwarded weekly to councillors,. No-one had any
queries regarding them.
Twelve Acre Farm: A letter has been received from Mr Clarey the Planning Enforcement Officer.
He has visited the site and does not feel that a breach of planning control has occurred. He could not see that anyone was living in the barn. If any further information relating to the brick barn is brought to our attention we should contact his department and the matter can be re-investigated. Who owns Moore Drove East? It was agreed that the clerk should contact the Environment Agency, and possibly Mrs Atkins, as Mr Gossage feels that it is still own by the Peacocks.
Norfolk Constabulary – Match Funded PCSO Scheme: The clerk has received e-mails from Mundford Parish Clerk and Stoke Ferry Parish Clerk to inform her that both Parish Councils have decided not to pursue this scheme. After some further consideration the Councillors decided to not to go any further with this scheme. This was proposed by Mrs Sismey and seconded by Mrs Eade, all the councillors agreed. The clerk will keep the details, should the matter be brought up at a later date.
Audit 2015: The clerk told the councillors that she had received all the audit papers from Mazars, and that she will have all the figures ready for the May meeting.
Elizabeth Truss Monthly Report for March 2015: All the Councillors have received a copy of this reports and there were no queries.
Street Light – South Street: While the clerk was away a street light in South Street was reported out through Amey who deal the NCC lights. This is one of the new LED lights put in last year. Before the clerk could report this light was out, we had high winds and the bracket snapped and was dangling, the police were called and they informed Amey Lighting Contractors who came and took the light down and put it in the Chairman’s back garden. The clerk has informed our lighting contractors K & M lighting whom will collect the light and do the repairs. We will be charged a call out fee from Amey, which the councillors agreed would have to be paid.
Norfolk RCC E-newsletter: This newsletter has been received and the clerk forwarded it on to the Councillors as usual. No-one had any queries.
PCSO Esther Bortz: The clerk has received an e-mail from PCSO Esther Bortz on 30 March 2015, informing the Council that she had been contacted by Colin Dolman Chairman of the Village Hall regarding damage to the Extractor fan cover at the village hall. This had been damaged over the weekend. She visited the location and allocated a crime number CR17136.15/1 to the report. She informed the Parish council as they are Trustees to the Village Hall.
Side Table: Norfolk RCC Signpost Magazine Spring 2015 has been sent from the Community Action Norfolk which now includes Norfolk RCC. Details received from SLCC regarding their Annual General Meeting for Clerks and Council Staff on 24 April 2015. CPRE Norfolk Light pollution Conference 2015 at UEA 10 June 2015.
The following two applications had been passed round to Councillors as they were due back to the Borough Council before our April Meeting:-
Field Farm, Hockwold
Location – Orchard Plot Adj 79 South Street, Hockwold IP26 4JG Norfolk IP26 4JW
Details – Detached Eco Friendly Dwelling.
The views of the council were returned to Mrs Raburn the Chairman (the clerk was on holiday) and she sent the Councillors Views to the Planning Department, Mrs H Morris.
Four Councillors objection to the application, and Five Councillors had no objections to the application.

The views of the council were returned to Mrs Raburn the Chairman who sent the their views to the Planning Officer Mrs H Morris, all the Councillors had no objections to the application.

Hockwold Parish Council supported this application feeling it was well in keeping with the surrounding area.
This was proposed by Miss Johns and seconded by Mrs Arbour, everyone agreed.

It was proposed by Mrs Eade and seconded by Mrs Sismey that these accounts are paid everyone agreed.
5. ANY OTHER BUSINESS
Potholes: Potholes were reported near the Doctors Surgery in Main Street. Near the Red Lion public House, and outside the village club. The clerk will report these to Highways Department.
Police: A Young man was seen going round knocking on peoples doors recently, in Main Street. The clerk will e-mail Esther Bortz about this matter.
Litter: It was reported that a settee has been dumped down Moor Drove East. The clerk will report this matter to the Litter Line,
Parking at Corners in the Village: There was a coming together at the corner of South Street and Main Street the other Friday due to the parking of vehicles too close to the corners. No-one pulling out into Main Street can see what is coming from the left. Also the same trouble in pulling out of Lakeland due to vehicles parking too close to the corner. The clerk will e-mail PCSO Esther Bortz about this matter.
Resignations: The Chairman Mrs Raburn read out a letter from Mrs Maureen Eade the Vice Chairman, giving formal notification of her resignation from Hockwold Parish Council with effect from the last day of April 2015.
Mrs Raburn then read out a letter from the Clerk Mrs Geraldine Taylor giving her resignation as the Parish Clerk. After doing the job for 34 years she feels the time has relinquish her position as clerk, giving three months notice, ending on the last day of July.
It was also noted that the Chapel is up for sale, so at some time in the future the Parish Council will have to find somewhere else to hold their meetings.
6. DATE OF NEXT MEETING
It was agreed that the date for the next meeting of the Council will be on the 12 May 2015 at 7.30pm. This will be our Annual Parish Council Meeting. The Chairman closed the meeting a 8.50 pm
