MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 14 DECEMBER 2010 AT 7.30 pm

Apologies for absence had been received from Councillor Mr T Fothergill and PCSO Esther Bortz, who had had a shift change. She thanked the Council for always making her so welcome at their meetings and wished everyone a very Happy and safe Christmas, with best wishes for 2011.
Squadron Leader Neild reported that the Base had not asked for permission for their coaches to be allowed through when the B1112 was closed.
Resolved: That the Minutes of the meeting held on the 9 November 2010 previously circulated, and with the above amendment noted be approved and signed by the Chairman, this was proposed by Mrs Arbour and seconded by Mrs Sismey.
RAF Lakenheath: Squadron Leader Neild reported that the last bus tour of the base had now taken place. As yet no tours have been planned for 2011. He reported that a valuation exercise had taken place and 48 Fighter Wing has come out with an Outstanding Award. Mr Storey District Councillor said there had been some hold-ups lately on the Hockwold to Feltwell Base road, especially with the fog and frost on the road, the traffic has been stacked up. Is there any way of keeping the traffic flowing by pulling more vehicles into the base. Squadron Leader said he would raise the issue at the next meeting he attends. He then wished the Councillors a Merry Christmas and Happy New Year before leaving the meeting.
Chestnut Trees: The clerk has received two quotes of the four she had written for. Chris Hotson has quoted £40 for the work in Pearces Close and £200 for the felling of the one on the green. Betts Timber Merchants have quoted £50 for the work in Pearces Close and £350 to take down and dispose of the tree on the green with an extra £150 if we require the stump its-self to be ground down. They recommended that the broken branch should be taken down as soon as possible. The clerk will sort this matter out. It was agreed to wait to see if the other two estimates are received, and the clerk will check with Chris Hotson if his price includes getting up the stump etc. The matter to be put on the agenda for next month.
Hockwold Primary School & Methwold High School to Join Together: At the November meeting councillors were given a copy of a letter from the school governors informing the council of the proposed formation of a single governing body for the new format and seeking the views of the Council. All the Councillors said they were quite happy with the new proposals.
Allotments: The clerk reported that all the allotment money has now been received, the last coming in at the weekend.
Clean Sweep Day: This morning had gone well, although very back breaking. 22 sacks of leaves and one of litter had been placed in the hall car park and the Borough Council came and collected them on Friday 26 November. It was noted that inside the railings of the Cross on the Cross Hill needs some tidying and the railings could do with painting. This to be considered again when the better weather comes.
Street Lights: MBH Services have reported that the light No 9021 had been hit and the lantern require replacing. The cost of this would be £155.00 plus VAT. It was proposed by Mrs Eade and seconded by Mrs Arbour that this work be carried out. Everyone agreed.
Highways: The clerk has received a telephone call from Highways informing her that a chevron sign will be erected near the sharp corner in Burdock Lane. The clerk will write to Mrs Royal about this matter. Mr Storey said that he had been in touch with the Highways department about this matter as well as the clerk.
Wind Generator at Grange Farm, Burdock Lane: The clerk had received a telephone call about these plans we passed at the last meeting. The Ministry of Defence have raised objections to this Wind Generator. A letter has been received asking, if in the light of the Ministry of Defence objections, the Parish Council would re-consider their support of the application. The clerk had checked with the NALC, this matter can be discussed under matters arising as it is additional information, which was not available at the last Meeting. Mrs Eade proposed we should reconsider out views and now go against the proposal. Mrs Sismey proposed we should stick to our original views. Mrs Eade withdrew her proposal. Mrs Barrett seconded Mrs Sismeys proposal, everyone agreed. The clerk will inform the Borough Council our original decision stands.
Public Liability Insurance: The clerk has been approached by Zurich Town & Parish Team asking to quote for the Councils Insurance which is not due until 1 June 2011. The councillors agreed that the clerk should pass over the details of our Insurance but not the amounts.
Cut Off Channel Track Bridges: The clerk has been approached by Atkins Ltd regarding traffic numbers using three bridges over the cut-off channel i.e. Spencers Bridge, Peacock’s Bridge and Sluice Drove Bridge. This matter to be put on the agenda for next meeting.
Parish Training & Information: The council have been given two dates for training regarding planning systems, to the held in the Town Hall in King’s Lynn on 25 and 26 January 2011. Mrs Raburn, Mrs Sismey , Mrs Arbour and Mrs Taylor expressed an interest.
EACH: A letter has been received from this Charity thanking the Parish Council for their donation of £50 that was sent to them in July 2010.
Local Development Framework – Core Strategy: A letter has been received from the BCKLWN advising the Council of minor revisions to the Proposed Submission Document These can be viewed at the Council’s web-site at: http:/www.west-norfolk.gov.uk/default.aspx?page=26084
Standards Committee : An agenda for their meeting on 15 Dec. 2010 has been received, copies of this given to councillors as there are reports re declaration of interest and recording Parish Council meetings.
BCKLWN – Mini Service Review – Parish Council Elections: Copies of this letter received recently has been given to councillors. This confirms that the BC has determined that it will proceed with the proposed change to their recent practice of meeting the cost of Parish council Elections. In future Parish Councils will be charged the full cost of organising and running all Parish Elections. Matter to be put on the agenda for next meeting.
Hockwold – Consolidation of Traffic Regulation and Street Parking Orders: A copy of this letter has been given to councillors to read. The matter will be put on the agenda for the next meeting as a form has to be completed and sent to Mott Macdonald.

It was proposed by Mrs Sismey and seconded by Mrs Arbour that these accounts are paid.
5. ANY OTHER BUSINESS
Street Light Reduction: Mrs Eade reported that the occupants of Lakeland had all received letters from NCC Lighting Department informing them that their street lights will be turned off during the night, there was no offer for residents to make private payments. This is to reduce emissions. It is presumed that Boundary Close will also have had letters.
Reeves Lane/Mill Lane: It was reported that the weekly refuse collecting vehicle has broken up the edge of the road into Reeves Lane. The clerk will report this matter to highways department.
Marten Place: It was reported that there is large shrubs overhanging on the corner of this property making it difficult for vehicles going into and out of Mill Lane. The clerk will deal with this matter. Also brought up at the meeting was the question of parking outside this children’s nursery on the corner of Mill Lane, there is always conflict between Marten Place and customers going to the hairdressers. The clerk will speak to the police about this matter.
Poppy Wreath: Mrs Arbour reported that she laid the Poppy Wreath on behalf of the Parish Council at the Service on Remembrance Sunday.
Nursery Lane: It was reported that two new posts are required at the bottom of Nursery Lane . The clerk will write to Highways about this matter.
South Street: Mr Storey District Councillor brought up the matter of the danger of the sharp bend in South Street when the road is very icy. In the recent snow and icy weather vehicles have slid going round this bend. The clerk will write to the NCC gritting department about this matter.
She will also ask about the part of Main Street that never gets gritted.
5. DATE OF NEXT MEETING
It was agreed that the next meeting of the council should be held on the 11 January 2011 at 7.30 am.
As there was no other business the Chairman closed the meeting at 8.50 pm and wished all the Councillors a Merry Xmas and Happy New Year.
