MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 10 DECEMBER 2013 AT 7.30 pm

Apologies for absence had been received from Squadron Leader Jerry Neild.  Parish Councillor Mrs D Barrett and  PCSO Esther Bortz.

 

1.            MINUTES

 

Resolved:   That the Minutes of the meeting held on the 12 November 2013 previously circulated be approved and signed by the Chairman.  This was proposed by Mrs Arbour and seconded by Miss Johns.

 

2.            MATTERS ARISING AND CORRESPONDENCE

 

Letter of Resignation:    The Chairman, Mrs Raburn read out a letter she had received from Mr Tim Fothergill tendering his resignation from the Parish Council both as vice-chairman and as a member of the council.  Mr Fothergill said he has enjoyed the experience of six years serving on the council, but gave as his main reason for his resignation that the council is losing its objectivity in relation to certain matters pertaining to planning.  The clerk will put up notices of a casual vacancy on the notice board, the Post Office and St James Church notice board tomorrow.  These have been received from the BCKLWN and have to be up until the 3 January 2014 to decide whether an election has to be held.  The clerk will be contacted again after this date.

 

Police:   Downham Market Police station had rang to give their apologies, and said they had only received one report.  On the 8 December there had been criminal damage to a vehicle reported.

 

 NALC Weekly Updates:    All the Councillors have received copies of these updates, and no one had any queries about them or any matter contained in them.

 

Allotments:    The clerk informed the councillors that she has only one rent outstanding, that is Stephen Denney and she will be chasing him further about this matter.   The clerk has also heard that Mr Mansey has put his property on the market, and is planning to move out of the village.  Mr Mansey’s garden includes two of the allotments.  This matter is on the Internet under the details of his property, so whoever agrees to buy the property will know about the allotments.  The clerk has spoken to Mr Mansey about this matter, and he confirmed that this is correct and they tell everyone looking over the property about the allotments and the cost,

 

Wilton Bridge:    The clerk has heard nothing further about this matter,  but highways maintenance were seen taking down the temporary railings.   The clerk will check with highways and the planning department about this matter before the next meeting.

Highways:  Following on from the clerks e-mail to highways after the last meeting the clerk received the following information:- They have programmed for the grips to be cleared in Nursery

Lane and Church Lane.  He could not find the pothole in Cowles Drove but it was very wet, he will check again when the weather dries out.  Mr Edmunds will speak to Andy Wallace about the alteration of markings at the junction of Mill Lane but doesn’t feel there is a problem at this junction.   He will pass the Station Road and South Street clear up to the rangers.  He has programmed for the pothole outside the club to be filled.

 

Rangers:    When we hear from the Parish Rangers the clerk will ask for leaves to be cleared up on Main Street, South Street and from the New Inn on Station Road up to the Church.

 

Elizabeth Truss MP:  At the last meeting the councillors were all given a copy of a letter from our MP to read and the matter was put on the agenda of this meeting.   Since then the clerk has received by Email her 38th Monthly Report November 2013, this is the first report we have every received.   This report was forwarded to all the councillor’s.  No councillors had any queries or comments to make regarding these documents.

 

Precepts 2013/2014:   The clerk has received the BCKLWN request for precepts for this coming year.  The have requested the figures to be sent to them by 31 January 2014, this means all the figures have to be worked out by our next meeting 14 January 2014 and they have to received them by the 31 January 2014.  The clerk has spoken to the Council agreeing that she will ring in the figures if they are not completed by the 14 January 2014, this they have agreed to.  No one thinks about Christmas in the middle of the time scale!!.

 

Norfolk Age UK:    A letter has been received from this Charity asking for a further donation.  It was agreed that this matter be discussed when the donations are agreed on in April/May.

 

Consultation on the Introduction of charging for Pre-Application Advice:  This letter has been received from NCC Planning Services and all the councillors have been given a copy of the letter.

 

CGM Landscapes:   A letter of introduction has been received from this company who deal with maintenance to village greens, cemeteries play areas etc.   This letter will be kept on file.

 

Norfolk RCC E-Newsletter:   This monthly newsletter has been received and all the councillors have been given a copy of it.

 

BCKLWN – Draft Sustainability Appraisal of the Detailed Policies & Sites Plan ‘Preferred Options’:

This consultation period is open until 12 January 2014, and all the councillors have been given a copy of the report.  Comments must be received by Midnight on Sunday 12 January 2014.

 

Autumn Statement made by the Chancellor of the Exchequer:   NALC has E-mailed a copy of this report, and all the councillors have been given a copy for their information.

Hockwold Parish Councillors had no objections to this application.   This was proposed by Mrs Eade and seconded by Miss Johns, everyone agreed.

 

Notification has been received that planning No 13/01489/F – land adjacent to 43 Main Street Hockwold, will be put before the Planning Committee on Monday 2 December 2013.  Anyone who would like to address the committee on this application should contact the Borough Council by 29 November to register their intention to speak.

5.            ANY OTHER BUSINESS

 

Cowles Drove:   The Pothole outside the big gates to the Hockwold Lodge Riding Stables is still there and getting bigger.

 

Posters – Lamp Posts:   It was noted that people who put notices up on Lamp Posts and Telegraph Poles should go round and take them down after their events.  This matter will be put into the village magazine.

 

 Rangers:    It was requested if the rangers could deal with the matter of the Feltwell Road, there are getting some bad dips along the side of this Main Road B1112.

 

War Memorial – Cross Hill:   Could we ask John Long to weed and clear round the war memorial on the cross-hill.  The clerk will speak to Mr Long.

6.            DATE OF NEXT MEETING

 

It was agreed that the date for the next meeting of the Council should be on 14 January 2014 at 7.30p.m.

 

As there was no other business the Chairman Mrs Pat Raburn wished everyone a Happy Christmas and Best Wishes for the New Year.  The meeting was closed at 8.10pm.
