MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 8 FEBRUARY 2011 7.30 pm

Apologies for absence have been received from Councillors Mrs M Eade and Mr T. Gossage. PCSO Sophie Watson and Esther Bortz, and District Councillor Martin Storey, (who did arrived towards the end of the meeting).
The clerk thanked all the Councillors and district councillors for the flowers presented to her at the last meeting, on having worked as the clerk for thirty years.
Resolved: That the Minutes of the meeting held on the 11 January 2011 previously circulated be approved and signed by the Chairman. This was proposed by Mr Denney and seconded by Mrs Barrett.
2. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: The clerk had written to Squadron Leader Neild regarding television interference that some parishioners are experiencing, and he has replied saying that he has been in touch with the relevant departments and their considered opinion is that there have been no activities in the recent past that would account for individuals experiencing TV interference. It was felt that we should wait until after the end of March 2011 when the switchover should be completed, and see if the interference still persists.
Sqd. Leader Neild reported that he had received a complaint from a parishioner this morning, regarding a delay of 15 minutes getting out of Feltwell. The clerk had also received this complaint. Sqd. Leader Neild has been in touch with the relevant department regarding this matter, it has been agreed that the officers on duty will be told to get out further from their post whatever the weather, to get the queue moving quicker. Regarding the question of electricity usage all night, this matter is still on going and being looked into.
Horse Chestnut Trees: The clerk has been in touch with the Borough Council Arboreal Officer he has sent out forms for ‘application for tree works for trees subject to a Tree Preservation Order and/or notification of proposed works to trees in a Conservation Area’. It was agreed that the clerk should fill in this forms. Mr Denney reminded the council that he had put about half a ton of flint round the bottom of the tree on the Cross Hill inside the railings.
Highways: On the 18 January 2011, Mrs Raburn, Mrs Eade, Mrs Barrett, Mr Baker and the clerk Mrs Taylor met with Mr Jon Barnard Highway Engineer to discuss the work required in the village. Mrs Taylor had typed out a list for him, (a copy of this list has been given to you). We discussed each item and he was going to drive round and inspect the work required. We all walked to South Street to discuss the possibility of placing a grit bin on the corner. He agreed it was a sharp corner and felt one could be placed at the right hand side of the roadway to the old Rectory House. This will have to be a slimline bin, and Mr Baker said he would spread the grit/salt when it is needed. The clerk has now looked into this matter and has the measurements. Mr Baker will check to see if it will fit into the space. Everyone agreed they would prefer a green bin, not the bright yellow in the picture.
The clerk had also received a e-mail regarding work for the Rangers, and had sent back asking for work to be done in Church Lane, Grups in Nursery Lane and drains in Main Street.
Mr Storey was consulted regarding this matter when it got to the meeting, and agreed to the position and the green colour.
Power & Recycling Plant at Saddlebow: The clerk reported that she had not had any reply from Norfolk County Councillor Tony White to the councils invitation to attend a meeting to discuss this matter.
Hockwold Primary School: The clerk has received a letter from NCC Senior School Dev. Officer
Including a form to be filled in regarding the proposal to amalgamate Methwold High School and Hockwold Primary School into one school on two sites for pupils aged 4 – 18 from September 2011. Mr Denney said he understood this was because they could not find a head teacher, but the assistant head who was at Hockwold, has been appointed Head at Watton, why not Hockwold! After further discussion, it was proposed by Mr Baker and seconded by Mrs Barrett that the clerk should fill in the form agreeing to the amalgamation.
Training Session re Planning: Mrs Raburn, Mrs Arbour, Mrs Sismey and Mrs Taylor attended this meeting in King’s Lynn on the 25 January 2011 regarding new Planning issues and possible implications for Parish Councils. The clerk has been sent a copy of the presentations should anyone wish to read it.
Dog Waste Bins – Invoicing: Notification has been received from the BCKLWN that after our last quarters bill we will not receive an invoice from the BC until April 2012 which will cover the whole of the 2011/2012 financial year. Any other queries will still be done through Nathan Johnson Public Open Space Manager. 01553 782076.
Royal Wedding Street Parties: Notification has been received that the police will not shut any roads down for parties. The cost of having a road shut down will be £450.00.
NALC: An invitation has been received for clerks and councillors to go for a coffee and chat at the Timbers Hotel Lynn Road Fincham to meet Sarita Presland the Parish Liaison Officer of NALC. This will be on Wednesday 2 March 2011 between 6 and 8 pm.
NPTP – End of Year: Three meetings have been arranged in February and March giving help with Audit Work. A cost of £35 per person will be charged. Should any councillor wish to attend such a day the clerk has the relevant details. The clerk does not wish to attend any of the meetings.
Norfolk RCC – East of England Rural Forum: The EERF are holding workshops, our nearest is at Santon Downham Village Hall on 4 March 2011 if anyone is interested the clerk has the relevant details. Copy given to councillors.

3. PLANNING APPLICATIONS/PERMISSIONS/REFUSALS
Mr C Fry of the BCKLWN Planning Dept. had been in touch with the clerk regarding the plans for Rutlands 21 Malts Lane, which we passed at the December Meeting. The position of the roof has been altered. We spoke to the planning Dept when we were at the planning meeting. The roof will look the same as before but will have a flat roof in the middle. The clerk and councillors at this meeting said the council would not be changing their views on the application, Mr Fry wanted the council’s views by the 25.1.2011 the day of the training session.

Installation of two 11kw Gair turbines mounted on 18m steel lattice masts.
Notification was received from the Planning Department that this application was not in fact in Hockwold’s area, it comes under Feltwell. The application has now been withdrawn.
Black Dyke Road, Hockwold,
Location – White Dyke farm, Black Dyke Road Norfolk, IP26 4JW
Details – Re-application for loft conversion works.
Hockwold Parish Council supported this application before, and do so now as long as the work is in keeping with surrounding buildings, and the views of adjoining properties owners are taken into consideration. This was proposed by Mrs Sismey and seconded by Mrs Arbour and everyone agreed.
Mrs Sismey declared an interest in this application and took no further part in discussions.

Details – Proposed change of use of garage to annexe and new agricultural building for storage of agricultural equipment.
Hockwold Parish council supported this application. The change of use will not interfere with any other properties as it is on the edge of the village. This was proposed by Mr Denney and seconded by Mr Baker and everyone agreed.
Mrs Arbour declared an interest in this application as she works for Flagship Housing association.

Mr Denney said he had no objections to this application. Mrs Sismey expressed concern as to whether a fire engine could be able to turn round after all the alterations, but did propose that we support this application, but no one was prepared to seconded this proposal. Mrs Sismey withdrew her proposal. Mr Baker then proposed that we object to this application, he did not feel the site is big enough for the proposals and was not happy regarding the access. After further discussion Mr Fothergill seconded Mr Bakers proposal to rejected the application and everyone agreed.

It was proposed by Mr Denney and seconded by Mrs Arbour that these accounts be paid.
5. ANY OTHER BUSINESS
Lights: It was reported that the light opposite the entrance to College Farm in South Street is out. The clerk will report this malfunction.
Dairy Farm: Mrs Arbour having recently read the letters regarding this application, was very unhappy regarding the remarks made towards the Parish Council. Mrs Raburn stated that she felt we have nothing to worry about regarding this matter, we followed all the right procedures when the matter was discussed back in November 2010.
Cut Off Channel Bridges: Mrs Barrett asked if she could have a copy of the correspondence received about these bridges, as they go across them to get to land they own. The clerk will send them to her.
Highways: It was reported that some gulleys have been cleared and some not. Also potholes reported have not been attended to yet, and there are still leaves in Church Lane.
Poppy Parties: Mrs Sismey said the Country Fair Committee would like to do something of this nature. The Chairman said she would pass the brochure to her.
Mrs Sismey also told the committee they were holding a quiz night on 19 February for funds for the country fair.
6. DATE OF NEXT MEETING
It was agreed that the next meeting of the Parish Council should be held on the 8 March 2011 at 7.00 pm followed by the Annual Parish Meeting at 8.00 pm.
As there was no other business the Chairman closed the meeting at 8.45 pm.
