Apology for absence has been received from PCSO Esther Bortz.
It was pointed out the Mrs D Barrett was at the January meeting, but her name had been missed off the list of councillors present. The clerk apologised for this error. Mr Denney apologised for not being present at the December meeting.
Resolved: That the Minutes of the meeting held on the 14 December 2010, previously circulated, and amended as above, be approved and signed by the Chairman. This was proposed by Mrs Eade and seconded by Mr Gossage.
2. MATTERS ARISING AND CORRESPON DENCE
RAF Lakenheath: Squadron Leader Neild warned that there could be more intensive flying activity coming to make up for before Christmas, when due to weather very little flying was able to take place. The matter of the entrance to Feltwell was still on going. Squadron. Leader Neild had sent the clerk an e-mail regarding this matter, which the Chairman read out, (Mr Storey has been given a copy), He has raised the matter at the Mission Support Group meeting, highlighting the potential additional difficulty caused by frost and fog for traffic in this area. The 48 Security Forces Commander is now aware of the concerns expressed and his police will do what they can, there is very limited scope for them to vary effective control of entry procedures. Drivers should also drive in a manner appropriate to the road and weather conditions, and take regard to the posted road sign warning of queuing traffic. The police on duty at the entrance have no jurisdiction on British roads. The Blackdyke entrance could not be used primarily due to lack of staff. It was reported that two planes had flown over very low this morning! A councillor reported that people collecting and taking furniture to the base have hazards warning lights on, so it was not clear whether turning into Lords Walk or going straight on.
RAF Lakenheath contd…… Sqd Leader Neild said that with regard to the planning application for wind turbine at Grange Farm, he had been on holiday when the matter was discussed. He has now spoken to them. The Air Force say they disrupt radar, a blind spot in runway path. Mr Storey said the matter went before the Control Board yesterday and was turned down. Mr Storey spoke for the application. The RSPB were against, while Natural England was in favour. The Defence Estates said it would disrupt radar from Lakenheath to Feltwell.
Also discussed was the question of interference experienced on TV Screens in some parts of the village. Councillors did feel that this could cease after the switch over from analogue to digital, which is taking place in March. Squadron Leader Neild asked that the clerk write to him regarding this matter.
Horse Chestnut Trees: Mrs Eade asked that thanks be recorded to Nigel Taylor the clerks husband, who climbed up the tree to take out the broken branch. No further quotes have been received, Chris Hotson has added a further £70.00 to grind out the chestnut stump. After some discussion it was proposed by Mrs Sismey and seconded by Mrs Arbour that Mr Chris Hotson should be asked to carry out the work. The clerk will speak to Tom Thompson regarding this matter.
Cut-Off Channel Track Bridges: Notification from the Environment Agency and Atkins Ltd regarding future maintenance requirements on bridges in our area. Details are required if any of the councillors use the bridges and the reason for the use etc. This would not affect any councillor.
Precepts – 2011/2012: The Councillors were all given a copy of the figures the clerk had got together, including costs for the last three months of the year, she also had with her the accounts cash book so they could check out the figures and see how the amounts are arrived at. Mr Denney thanked the clerk for all her work in presenting these figures. All the figures were discussed, and it was agreed that an increase of 6% be added for the coming year. This giving a precept figure of £13400.00, this was proposed by Mr Denney and seconded by Mr Baker. Everyone agreed.
Highways: A letter has been received from Mr Jon Barnard our new Highway Engineer informing the council that he will get a member of his team to inspect the areas highlighted in the clerks letter. Mr Barnard also asked if we would like to arrange a parish visit with himself to pick up any long-standing issues in the village. The councillors agreed to this and the clerk will arrange a date and let everyone know.
Highways – Gritting: The clerk had written to NCC regarding the gritting done within the village. She asked about South Street, explaining the difficulty of the sharp send especially in icy weather. Also in the letter was about getting the end of Main Street gritted as well as Malts Lane.
These matter could be discussed at the meeting with Jon Barnard. Mr Storey would like to be consulted regarding the placing of a grit bin, once we have spoken to Mr Barnard.
Norwich & West Norfolk CAB: A letter has been received from the King’s Lynn branch of the CAB asking if the Council could consider making a financial contribution to help the Bureau to continue to provide their service in the local community. In the past we have donated to the Brandon CAB which is much closer to the village. After some discussion it was agreed we should decline to send a donations as their office is to far from Hockwold.
Planning Meeting at King’s Lynn: Two dates have been given for this meeting 25 & 26 January 2011, 9am to 12.30 am. Mrs Sismey , Mrs Arbour, Mrs Raburn and Mrs Taylor said they would attend. Mrs Sismey would drive.
Allotments: Mr P Burden of Lakenheath who currently has No 22, has written to the Council asking if he can erect a ploy Tunnel and a shed on his allotment. He has also written asking if he can take on the last vacant allotment No 21 as well. The council discussed the matter and agreed to the shed and tunnel, and also to him taking on the last vacant allotment, the cost being at a reduced rate as three months have already gone of the year’s tenancy.
Mrs Barrett reported that the top of Mr Enefer’s grass is being driven over and churned up, the clerk will look into this matter.
Police: An invitation has been received for councillors to attend an Open meeting to discuss the Police Budget for 2011/2012. This will be on 20 January 2011 at Jubilee House, Wymondham at 6.30pm and should conclude no later that 9 pm. No councillors were able to accept this invitation.
Councillors were all given a copy of a leaflet enclosed with the above letter, entitled Reductions in service ‘inevitable’.
Norfolk Association of Local Councils: Details have been received of a meeting entitled Community Led Design to be held on 8 March 2011 at the Costessey Centre Longwater Lane, Old Costessey. Can your parish or town council really make a difference to how places and spaces are developed. No councillors are able to attend.
New Power & Recycling Plant at Saddlebow, King’s Lynn: A letter and details have been received from the leader of the NCC giving details of this proposal and who has been appointed as it preferred bidder to develop it. A copy of this letter has been given to Councillors. District Councillor Adrian Lawrence said this is a ‘hot potato’ matter, that NCC are trying to force through.
If this plant goes ahead where else could another such plant be put, Lodge Road Feltwell could possibly be a contender. It was agreed that the clerk should write and ask our Norfolk County Councillor Mr A White if he could attend one of our meetings to give his views and discuss this important matter with the councillors.
Norfolk RCC: E-mails have been received from this organisation regarding ‘Threat to Support for Community Buildings in Norfolk’ and ‘ Potential changes to Waste regulations and consultations by DEFRA which may impact on volunteer managed facilities. The clerk has these e-mails if anyone wishes to read them.
Also received is details regarding a meeting to be held on 26 January 2011 at King’s Centre King Street Norwich entitled ‘People who don’t ask’, regarding funding within the area.
Royal British Legion: A brochure has been received from this organisation regarding a ‘Poppy Party Weekend’ to be held on 10/12 June 2011.
Grange Farm: Notification has been received that this planning application for a wind generator has been referred to the Development Control Board, the meeting to be held on the 10 January 2011.

It was proposed by Mrs Barrett and seconded by Mrs Sismey that these accounts be paid.
5. ANY OTHER BUSINESS
Enforcement: Mrs Sismey asked about hearing regarding planning enforcement. Mr Storey said that we should be receiving a report from them soon.
Highways: Mr Baker reported that there are some potholes appearing in South Street, some quite bad. Highways will be notified
The drains in Main Street are very full and need clearing out. Highways to be notified.
Also the junction with Main Street and South Street, vehicles are parked close to this corner making it very difficult to see traffic coming from the left when pulling out of South Street, the clerk will let the police know.
Highway Matters: Mr Denney reported that the road from Hockwold to Weeting is in need of some repair.
Main Street from the College Road entrance to Station Road has some very large potholes These to be reported to Highways.
The road to Feltwell for Hockwold is also getting very bad, and in need of attention. Highways to be notified.
Down Church Lane there are wet and slippery leaves down each side making it very difficult for pedestrians, especially as the road is so narrow. Also there are potholes outside Lode Cottages.
Grass Verges: It was reported that some of our grass verges have been used as car parks and are getting very churned up.
Recycling Bins: Waste bin are being left outside properties once emptied, instead of being taken inside. It was agreed a report about this be placed in the village magazine.
Recycling Bags: Mrs Sismey reported that over the Christmas period Hockwold’s recycling bin was not emptied for 4 weeks. In King’s Lynn and Downham Market black bags were made available for householders, this service was not available as far out a Hockwold. It was felt this was unfair, an extra black bag should have been left for households, as four weeks is too long to go without the green bin being emptied.
6. DATE OF NEXT MEETING
It was agreed that the date for the next meeting of the Council should be Tuesday 8 February 2011 at 7.30 pm.
As there was no other business the Chairman closed the meeting at 8.45 pm.
