Resolved: That the Minutes of the meeting held on the 11 December 2012 previously circulated be approved and signed by the Chairman. This was proposed by Mrs Barrett and seconded by Mrs Sismey.
2. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: Squadron Leader Neild wished all the councillors a Happy New Year, and said that he had nothing to report. With regard to the forthcoming work on the A11 he has had no notice of any closures as yet, he will let the clerk know if he hears anything.
Bench on Cross Hill: Mr Les Fenn has obtained three quotes for the timber for the bench.
J Elliott - Sapele Wood £90.00. Dent & Vaughan – Sapele Wood £102.00.
Paul Hoskins Joinery Iroko Wood £130.80. The Sapele timber would need to be
treated every 2 to 3 years, the Iroko wood is the most durable timber for this
application and would not need to be treated.
Mrs Ruth Munn has obtained the new bolts required at not cost to the Parish Council.
It was proposed by Mrs Eade that we go for the Iroko which is an African Sustainable Hardwood, this was seconded by Mrs Sismey and everyone agreed. Mr Fenn will do the work when the wood is obtained and the weather permits. The clerk reported that Mr Charles Smith will keep the old railings for the Council.
Local Highways Improvements Correspondence: Some councillors said they had not received their copies of this letter. The clerk will get copies to them and the matter will be put on the agenda for next month.
Dispensation on Budgets: Mr T Fothergill said he would not be signing a form so would not be able to enter in discussions on the Precepts and Budgets. Not all the councillors had their forms with them, the matter will be put on the agenda for the next meeting.
Precepts for 2013/2014: The letter from the Borough Council asking for Parish Precepts to be received by 31 January 2013 has been received. As this letter was only received a few days before Xmas the clerk has rung and said there was no way this could be done as our meeting was on the 8 January 2013. Also as they have informed us the council tax base, which is based on band D properties is being altered, this means the council tax bill will show an increase because of these changes, even though the parish precept has either not altered or increased slightly.
We will not be receiving this council tax base figure until well into January 2013.
Parish Rangers: An e-mail has been received informing us that the rangers will be visiting the parish during the week commencing 4 February 2013. Councillors said that the footpath on the corner of South Street and Station Road needed sweeping again, and also Station Road – New Inn to Hockwold Hall. Church Lane needs to be cleaned up.
Norfolk ALC: A letter has been received introducing to the Parishes Jane Scarrott their Parish Liaison Officer. Hockwold has already met her as she attended out October Meeting.
Side Table: Norfolk C E-Newsletter – copy given to Councillors. Fit Norfolk Roadshow – report of the Roadshow that came to Norfolk on November 19 held at Lynnsport and Easton.
3. PLANNING APPLICATIONS/PERMISSIONS/REFUSALS
Mrs T Sismey declared a pecuniary interest in this application and left the room and Mr T Gossage declared a prejudicial interest and also left the room.

In the ten minute open forum parishioners had spoken out against this application and handed copies of letters they had sent to the Borough Council to the councillors.
After a lengthy discussion regarding this application it was proposed by Mr Fothergill and seconded by Mrs Eade that the council should reject this application. The position of the house would take all the light from the property in Reeves Lane and also the right to privacy from the bungalow situated opposite. Also it was felt the house would be built too close to the road which has no pavements and is very narrow. A vote was taken five councillors rejected the application and two councillors abstained.
Mr Denney said he felt very confused over this issue, and suggested we should ask the Planning Department at Kings Lynn for a full detailed report of the site, giving better clarification of what has happened to the plot and to the site.

After some discussion the parish council objected to this application. Density of building in the space, and on height, 3 floors, not suitable in the area. Also in the Design and Access Statement it states 4 number 4 bedroom houses, plans are for 5 bedroom houses!! This was proposed by Mr Fothergill and seconded by Miss Johns, Everyone agreed.
Notification has been received from the Borough Council Planning Department that Mr John Scott from White Dyke Farm, Black Dyke Road, Hockwold. Has appealed to the Secretary of State following the refusal of his planning application Ref. No. 12/01302/F
Ref: 12/01724/F Ms T. Clark – Constructions of dog kennels at Twelve Acre Farm, Moor Drove East, Hockwold IP26 4JU. Also received a planning report from the officer in charge explaining their reasons for the opposite decisions to the Parish Councils views. Permission Recorded.
Ref: 12/01624/F Mr M Brooker – Detached single garage – retrospective at 14 Plovers Way, Hockwold IP26 4LF. Also received a copy of the delegated decision which is contrary to the Parish Council comments. Permission Recorded.

ANY OTHER BUSINESS
Potholes: Mr Gossage reported that there was a large pothole outside the entrance to the riding stables in Cowles Drove. And a new one has appeared in South Street. The clerk will report these.
Light Out: It was reported that the first light in College Road (outside No 9) is out, the clerk will report this matter.
Flashing Light: The forty mile an hour flashing light coming from Lakenheath is not working, the clerk will report this matter.
Potholes: Mrs Barrett reported that there is a large pothole at the top of Nursery Lane, at the moment full of water, the clerk will report this matter.
Also there are potholes down Church Lane, these will also be reported.
Nursery Lane Sign: The sign at the bottom of Nursery Lane has still not got any new posts. Mr Storey will chase up Nathan Johnson regarding this matter.
Village Club: Mr Denney reported that the gutter outside the club is sinking and becoming dangerous for motorbikes and cyclists.
College Road Estate: The footpaths on the estate are very uneven and dangerous. Mr Denney has reported this matter before, and the clerk will get on to highways again.
Light Out: Miss Johns reported that the first light up Kemps Lane is not working. The clerk will report this matter.
Main Street: Miss Johns reported that a lot of gravel has spilled on to the footpath and road outside 135 Main Street where some building work is going on.
Lakeland: Mrs Eade reported that the road outside 4 Lakeland is collapsing. The clerk will report this matter to Highways.
4. DATE OF NEXT MEETING
It was agreed that the date for next meeting of the council will be on 12 February 2013 at 7.30pm.
As there was no other business the Chairman closed the meeting at 8.40 pm.
On the day after our meeting Squadron Leader Neild rang and informed the clerk that Fiveways roundabout will not be closed during January and February 2013. If he hears anything further he will let us know.
