MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 9 MARCH 2010 AT 7.00 pm

Apologies for absence have been received from NCC Tony White, District Councillor Adrian Lawrence, and Parish Councillors Mrs D Barrett and Mr M Denney.
Resolved: That the Minutes of the meeting held on the 9 February 2010 previously circulated be approved and signed by the Chairman. This was proposed by Mrs Arbour and seconded by Mrs Eade.
2. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: Squadron Leader said that he had nothing much to report, but did ask for a copy of our Village Magazine, which Mr Baker went and got for him straight away. Regarding the lighting on the base at night, he will check up with the energy manager on site regarding this matter.
Allotments: Following on from the second break-in to the sheds, there is to be a Meeting between allotment holders and the police this Friday March 12th at 7.0.pm. All allotment holders have been notified.
Unitary Structure Team: There has been correspondence regarding the ‘Decisions on unitary local government in Devon, Norfolk and Suffolk’. The Secretary of State has announced that after consideration of the Boundary Committee’s advice and all the other relevant information available he has decided that: ‘the Boundary Committee’s proposal for a unitary county council in Norfolk should not be implemented, and the original proposal for a unitary Norwich should be implemented. It would seem that the Secretary of State has ignored all the advice and gone on his own.
N.A.L.C: Issue 175, February 2010, NORFOLK LINK has been received and a copy has been handed out to all the councillors.
Norfolk Parish Training Partnership: Notification has been received regarding the following meetings taking place:- Chairmanship & Engagement – Downham Market Town Council Offices 4th, 11th, & 18th March 2010 7pm – 9pm. Gypsy & Traveller Conference – 22 March 2010 – Swaffham 10am to 3 pm. Councillors and Clerks come and met Sarita Presland, Parish Liaison Officer NALC at Wigeon Café, WWT Welney Wetland Centre 23 March 2010 10 am to 12 noon.
Initial Training for clerks and councillors - 25 March 2010 – 10.am to 3.30 pm - Dereham town Council Assembly Rooms. Employment Matters Wednesday 31 March 2010 10.am – 3.30pm Jubilee3 Hall East Tuddenhm. The clerk has all the relevant information if any councillor wishes to attend any of the above meetings.
Also there is a new edition of ‘STANDING ORDERS FOR LOCAL COUNCILS’ this will cost £25.00 after some consideration it was decided to order a copy of this publication.
Financial Assistance Scheme & Funding Opportunities Newsletter: Notification has been received from the BCKLWN that there grant scheme for 2010/11 is now open. Weeting Wind Farm: Councillors were reminded that their comments regarding this matter have to be in by 1 June 2010.
B1112 Station Road Level Crossing Lakenheath: Notification has been received from Suffolk County Council that the level crossing on the B1112 is to have improved signing and re-surfacing work done, this has been scheduled for the 29 March – 1 April 2010. This road will be clos4ed during the hours of 6.15 pm to 7.45 am on these dates. A copy of this letter and map has been put on the notice board, and all the councillors have been given a copy.
John Long : Invoices have been received from Mr Long – 1) 10 cuts of the Cross Hill @ £5
Total of £50.00 this money to be donated the Hockwold Primary School.
Work in 2009 and 2010 on the Chestnut Trees on Cross Hill and Pearces Close £155.00
It was proposed by Mrs Sismey and seconded by Mr Fothergill that these invoices are paid.

3. PLANNING APPLICATIONS/PERMISSIONS/REFUSALS

Details – Replace boiler with renewable energy air source heat pump.
The Parish Council supported this application, did not feel it would intrude or affect any other properties. This was proposed by Mrs Eade and seconded by Mrs Sismey all agreed.

Location - Freedom Farm, Cowles Drove, Hockwold.
Details – Variation of conditions 4, 6 & 9 of planning permission ref. C/2/2006/2001 to allow the recovery of fuel from source separated edible oils and fats.

Details – Removal of existing garage and construction of replacement garage.
The Parish Council supported this application, feeling it will benefit the area, and not intrude on any other properties. This was proposed by Mr Fothergill and seconded by Mrs Sismey - everyone agreed.
Mrs Raburn had received today an letter and plans from Mr Michael Driver the Architect for the property being build at 133 High Street Hockwold. These include some revisions to the approved drawings for the property. Having looked at the enclosed plans the councillors expressed reservations regarding the front wall, the original has been pulled down and a new one is in the process of being built including the use of some of the original flint. After some discussion it was proposed by Mr Fothergill and seconded by Mr Gossage that the clerk should contact the Borough Planning Enforcement Officers regarding this matter and also contact Mr Driver and inform him of the council’s decision. Everyone agreed.
REFUSAL Ref: 09/02186/O – Mr G Allsop 8 Malts Lane, Hockwold. – Construction of 4 dwellings at 8 Malts Lane. Hockwold. The planning Dept. had been in touch with the clerk regarding this application and asked if the council would have any objections to this matter not going before the full planning committee. The clerk had said this was a matter for the planning department not the parish council, they had made their decision and stand by it. Mr Storey had also been in touch with the clerk about this matter and she had told him as above.

It was proposed by Mr Gossage and seconded by Mrs Arbour that these accounts are paid.
5. ANY OTHER BUSINESS
Bus Shelter: Mr Gossage reported that youngsters have been pulling the brick wall down between the shelter and the telephone kiosk. The clerk will contact three builders for quotes for the work to be done.
Training: Mrs Sismey and the clerk had attended a training session at Kings Lynn last Friday.
which she felt was very worth while, and worth going to if another one is arranged.
Potholes: The pothole outside the club bungalow was filled in but they did not sweep up all the gravel outside on the pavement.
Prowler: Mr Baker reported that there has been a prowler around the Boundary Road/Reeves Lane area, the Police have been contacted about this matter and they have been out.
Grit Bins: The clerk has spoken about this matter with the Highways Officer and he will be coming out to view the site in South Street. Mr Fothergill reported that a car had slid on the ice into the side of his vehicle at this corner.
White Car at Mill Lane Junction: Mrs Eade reported that this car was only parked at the corner for a couple of days and was then moved, so nothing further was done about the matter.
Cross Hill: It was reported that the Chestnut Tree on the Cross Hill is looking rather lopsided, this is where the branch fell off last year, and Mr Long cleared it up.
6. DATE OF NEXT MEETING
It was agreed that the next meeting of the Parish Council will be on the 13 April 2010 at 7.30 pm.
As there was no other business the Chairman closed the meeting at 7.55 pm
