MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 8 MAY 2012 AT 7.00 pm

Apologies for absence had been received from Parish Councillors Mr T Fothergill, Mr M Denney and District Councillors Mr M Storey and Mr A Lawrence.
Mrs Raburn asked for nominations for the Chairman for the coming year. Mr Gossage proposed that Mrs Raburn should continue as Chairman and Mrs Arbour seconded this, all the councillors agreed, and Mrs Raburn said she would be happy to carry on for another year.
Mrs Raburn then asked for nominations for the Vice-Chairman for the coming year. Mr Gossage proposed that Mr Fothergill should continue, this was seconded by Mrs Arbour and all the councillors agreed. Mrs Raburn said Mr Fothergill, when he rang to give his apologies for not being at the meeting, said he would be happy to stand as Vice Chairman again.
Resolved: That the Minutes of the meeting held on the 10 April 2012 previously circulated be approved and signed by the Chairman. This was proposed by Mrs Arbour and seconded by
Mrs Eade and all the Councillors agreed.
1. MATTERS ARISING AND CORRESPONDENCE
RAF Lakenheath: Squadron Leader Neild said he did not have anything to report this month, and no Councillors had any queries or questions to ask him about.
Highways: A letter has been received from Mr A Wallace the Highways Engineer regarding South Street. The vehicles do not appear to be illegally parked at the location so therefore there is little he can do except install bollards to stop this from occuring. He has asked his technician to inspect and speak to the people at 48 South Street to see if the matter can be resolved without the need for bollards, they will also inspect the ditch and instruct the contractor to make good if required.
Audit Year end March 2012: The clerk had done the figures for the Audit and gave councillors copies of the Bank Reconciliation and Income and Expenditure Account. The clerk had also brought with her the Receipts and Payments book so the figures can be checked if necessary. The Councillors then filled in Section 2 of the Audit form ‘Annual Governance Statement’ replying Yes to eight questions and N/A to number nine. It was then proposed by Mrs Eade and seconded by Mrs Barrett that the Audit Form and Cash Book be signed and dated by the Chairman and Clerk.
Donations 2012: As agreed at our last meeting the clerk had written to the three associations within the village that received yearly donations, regarding the amount for this year and have received no replies. It was proposed by Mrs Eade and seconded by Mrs Sismey that cheques are sent out at the end of May for £500.00 each. Everyone agreed.
With regard to other Charities that ask for donations throughout the year, it was agreed that the decision would be made if and when we receive a letter.
Three letters have been received this year, after some discussion it was agreed to send a donation of £50.00 to West Norfolk Mind which have Day Centres in Downham Market and Swaffham. With regard to Tapping House Hospice and Norfolk Search and Rescue it was decided not to send a donation, (we cannot send to everyone). This was proposed by Mrs Sismey and seconded by Mrs Eade. Everyone agreed.
Zurich Municipal Insurance: The Council’s yearly Insurance is due for renewal on the 1st June 2012. A new quote has been received of £682.97, which includes our streetlights under the heading of Public Liability. This is an increase of £5.19 over last year. It was proposed by
Mrs Arbour and seconded by Miss Johns that this quote be accepted, everyone agreed.
We have also been invited to a day’s seminar by Zurich Risk Management, looking at issues, which are topical to Local Councils. These are to be held around the Country on different dates, unfortunately no councillors were able to attend.
West Norfolk Sports Council Annual Meeting: This meeting will be held on Tuesday 12 June 2012 at 6.45 at Lynnsports in King’s Lynn. The same day as our meeting.
Stroke Association: Over the weekend of 2 – 5 June 2012 West Norfolk will play host to the 1948 Torch Trail. This is the original torch from the 1948 Games to be carried 170 miles around West Norfolk. The clerk will put their poster on the notice board.
Training for Clerks and Councillors: NALC is holding training sessions, daytime and evening, around the County covering all the topics required for new councillors and clerks. The clerk has the dates and details.
Norfolk RCC: Norwich has been selected to host the Village SOS Roadshow 2012 which is touring the UK. This roadshow will take place on 31 May 2012 at the Holiday Inn Norwich and is free.
NCC Mineral Site Specific Allocations Development Plan: Details of this pre submission document has been received including a disc. Would anyone like to take this home and read and pass it on to another councillor. It was agreed that the clerk should keep this information on file.
Playing Field: A letter has been received from parishioners who live in Downham House Main Street regarding the Playing Field, this included a copy of a letter and photos they have sent to the Borough Council regarding this matter. This was handed over to Mr Gossage who is Chairman of the Playing Field Committee, he also cuts the grass and looks after the field. He lays traps for the moles which are promptly stolen. Mr Gossage said that the equipment was checked by the National Playing Field Association recently as they own the field. It was agreed that the clerk should write back referring them to Mr Gossage and giving them his name address and telephone number.

It was proposed by Mrs Arbour and seconded by Mrs Sismey that these accounts be paid.
5. ANY OTHER BUSINESS
RSPB Lakenheath Reserve: The clerk had been approached by the Warden at this reserve, they have put in plans to the Forest Heath DC to erect Solar Panels over the car park. Mr Rogers felt that, although this would not come under Hockwold’s remit, we are closer to the reserve than Lakenheath, and he felt Hockwold Parish Council should be consulted. The plans were passed to the councillors, who felt they would have no objections to them, the car park cannot be seen from any other properties. The clerk will write a letter to this effect.
Station Road: A car parked outside 37 Station Road was hit into by another car at such a speed that it was a write off! The car was being driven by an American.
Chestnut Tree Replacement: Before the next meeting Mrs Eade and Mrs Taylor will visit Barchams to select out a Tree. The Village Magazine has stated they will give £200 donation, but as yet no further donations have been received.
Cowles Drove: Mr Gossage reported that the pothole repaired recently in Cowles Drove is again sinking (photos given out), the clerk will report this matter to Mr Wallace of Highways
6. DATE OF NEXT MEETING It was agreed that the next meeting of the Parish Council will be held on 12 June 2012 at 7.30pm.
