MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 11 SEPTEMBER 2012 AT 7.30 pm

Apologies for absence had been received from Squadron Leader Jerry Neild.  Parish Councillor Miss R Johns, District Councillor Mr A Lawrence and PCSO Esther Bortz.

 

Mrs Raburn thanked Mr Forthergill and Mrs Eade for standing in for her at the previous meetings.

 

1.            MINUTES

 

Resolved:   The clerk apologised and asked the councillors to amend their minutes – under August Bills of Accounts E.on Street Lighting charge has been increased and should read £218.27. 

That the Minutes of the meeting held on the 24 July 2012 previously circulated be amended as above and approved and signed by the Chairman.  This was proposed by Mrs Barrett and seconded by Mrs Arbour.

 

2.            MATTERS ARISING AND CORRESPONDENCE

 

Chestnut Tree:     Mrs Eade said we had asked for the tree to be delivered towards the end of October, before that we need to arrange for the hole to be dug.  It was suggested that we ask to get Mr John Long to dig the hole and get some fresh soil for the planting.  This was proposed by Mrs Arbour and seconded by Mrs Eade, councillors agreed with one abstention.

 

Railing for Chestnut Tree:   The clerk had been in touch with the Duty Planning Officer at King’s Lynn who had informed her that planning permission would be required for these new railings if they were to be over one meter high.  The clerk had sent for the appropriate forms, which means the Council would have to pay for planning permission.  The railings required should be circular and five foot high.  Mr Storey felt this was wrong, and said he would be willing to speak to the Planning Department on our behalf regarding this matter.  It was proposed by Mrs Sismey and seconded by Mrs Arbour that Mr Storey should do this for the Council, everyone agreed.

 

Public Rights of Way:  At the last meeting the councillors were all given an update of rules for public rights of way within the village.  The Councillors felt they needed to have a map showing all of these within the village.  The clerk had found such a map and photocopied it for members.

 

Openness & Transparency on Personal Interests:   The BCKLWN have sent our guidance notes received from the Department of Communities & Local Government.  Copies given to Councillors.

Highway Matters:  The clerk had e-mailed our concerns after the last meeting and had received a reply saying ‘he will look into why the potholes have not been done.  The weeds have been sprayed and they are due for a seconded treatment soon.  He will look at the grass when in the village.’

The potholes in South Street have still not bee seen to, there are also some in Malts Lane, Main /street (Station Road end) and the entrance to Plovers Way is sinking.  No dead weeds have been cleared away on the estate and Mr Denney said that parts of the paths are unsafe.  No second treatment? has been done.   Mr Denney asked Mr Storey if he could speak to highways and ask for Hockwold to get equal parity as other villages.   Mr Storey suggested we ask Mr Wallace to come and speak to the councillors at one of our meetings.  He also said Hockwold Feltwell and Methwold are all in the same position.  The clerk will send a e-mail to Mr Wallace regarding the above.

 

Bus Shelter:   The clerk explained that she had rung Mr Osborne, spoke to his wife as he was not there!  Mrs Osborne said she would ask him to ring back, though she thought it was doubtful he would.  Mr Osborne did not.  The councillors suggested that the clerk should contact Roy Bland a brickie in the village to see if he would do the work.

 

Allotments:    Rents are due on the 11 October 2012, and we have a waiting list of three.   Mrs Raburn will put this in the magazine, and ask if anyone does not would to continue with theirs to contact her or the clerk as soon as possible.  The question of rent was discussed and it was decided to keep the rent at £10, and that the clerk should send out new contracts.  This was proposed by Mrs Eade and seconded by Mrs Sismey.

Mr Denney suggested that we should look into having a committee of allotment holders and a councillor to deal with matters such as the upkeep of the allotments.  Mr Storey said that they have one at Feltwell and he is the Chairman.  The holders choose their representatives.  This to be discussed again at another meeting.

 

Audit 2012:     The final notification has been received from Mazars informing the council that the Audit was all correct and the final notice could be published on the Notice Board,  they also sent their Fee Notification of £162.00.  It was proposed by Mrs Arbour and seconded by Mrs Sismey  that this account be paid.

 

Norfolk Assoc. of Local Councils:   Norfolk LINK subscription form received to cover 9 sets at a cost of £45.00 It was was proposed by Mrs Barrett and seconded by Mrs Sismey that this subscription be paid, as the booklet is very helpful.

The NALC AGM is on 1 November 2012 and the council is asked if they wish to submit a resolution for debate, the councillors had no resolution to submit, and did not wish to nominate anyone to be a officer on the committee.

 

Internal Audit 2012:    The fee for out internal Audit done by Wheelers has been received and is £132.00 It was proposed by Mrs Arbour and seconded by Mrs Eade that this account be paid.

3.            PLANNING APPLICATION/PERMISSION/REFUSALS

This following set of plans was received after our last meeting and had to be back 15 August 2012.

Ref: 12/01184/F                   Name Mr S Harrison, Norrisha, Mill Lane, Hockwold

All councillors saw these plans and had no objections to them, accept that the cattery was not shown in front of the property.

 

Ref:  12/01146/F                  Name Mr & Mrs Moss, 3 Lode Cottages, Church Lane, Hockwold.

This application was approved at our last meeting.  There is now an alteration to the details of the work :-  Demolition of existing timber garage and construction of outbuilding to form a tack room at ground floor with storage above.  The Parish Council did not feel this alteration changed their views.

 

PERMISSIONS

Ref: 11/01949/F – Ms T Clark, Retrospective application for the construction of three chicken runs and a timber shed at Twelve Acre Farm Moor Drove East Hockwold – Permission Granted.

Ref: 12/01008/F – c/o Mr P Grisbrook , Two storey side and rear extension to dwelling at 1 Pearces Close, Hockwold. – Permission Granted.

Ref:  12/00981/FM  - Riverfen Farm Ltd. Construction of a clay lined irrigation reservoir for arable farming use at Engine Farm, Prickwillow, Ely  Cambs. – Permission Granted.

Ref:   12/00994/F  -  Mrs J Robertson – Demolish garage and build garden room, internal alterations to house to form gym on ground floor and flat above, replace external finishes and windows to be used in association with No 133 High Street Hockwold.   -  Permission Granted.

Ref:  12/01140/F  -  Mr M Storey – Extension to dwelling at Whiteoaks, 17 South Street, Hockwold.  -  Permission Granted.

Ref: 12/00638/FM – Change of Use of land to commercial fishery and retention of managers dwelling and ancillary buildings (retrospective) at Oakwood Park Lakes, Blackdyke Road.

Hockwold. – application has been withdrawn.

It was proposed by Mrs Arbour and seconded by Mrs Sismey that these accounts be paid.

 

5.            ANY OTHER BUSINESS

 

Stack Yard South Street:     Mr Gossage reported that a blue van and a white van have been dumping rubbish on the stack yard.  It is thought that this land belongs to the Peacock family.  The clerk will check who the property belongs to.

Rubble in Station Road:  Close to the corner of Station Road and Main Street there is a pile of rubble left from when the New Street Lights were put in by the NCC.  The clerk will report this matter.

 

Nursery Lane Street Signs:  The Nursery Lane Street Sign at the top of the Lane is very rusty and needs replacing, also the street sign at the bottom of the lane needs new posts.  The clerk has asked about the new posts before, Mr Storey said he would speak to Nathan Johnson at King’s Lynn about this matter.

Also the gullies down Nursery Lane need to be cleared out, to prevent flooding when we have heavy rain.

 

Cowles Drove:    There is still a big dip at the entrance to Cowles Drove from Hockwold, and the give way sign has been knocked over.

 

Main Street in front of School:   The footpath along in front of the school is strewn with straw, leaves and rubbish which will be slippery when wet.  Could this be cleared.

 

Methwold School Bus:    One of the school buses drops off school children on the side of the road in Malts Lane where there is no pavement and the children continue to walk on the non-pavement side of the road which seems to be rather dangerous, surely the bus could drop them on the pavement side of the road.  The clerk will write to Methwold High School.

 

6.            DATE PF NEXT MEETING

 

It was agreed that the date for the next meeting of the Parish Council will be 9 October 2012 at 7.30 pm.    As there was no other business the Chairman closed the meeting at 8.45pm.
