MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 9th OCTOBER 2007 AT 7.30 pm

Apologies for absence had been received from Mrs Eade and Mrs Sismey Councillors, Squadron Leader Jerry Nield from RAF Lakenheath and NCC Tony White.
Resolved: That the Minutes of the meeting held on the 5th September 2007 and the Extra Ordinary meeting held on the 7th August 2007 previously circulated be approved and signed by the Chairman. These were both proposed by Mr Denney and seconded by Mrs Arbour and Mrs Barrett.
2. MATTERS ARISING AND CORRESPONDENCE
Allotments: There have been thirteen requests for allotments. It was agreed that the allotments should be approximately 6 x 43 meters each at a cost of £5.00 per year for this year. It was agreed that the clerk and councillors should meet at the allotments next Monday 15th October at 1.30pm to measure out the allotments. Mr Denney has some post for this purpose. It was agreed that there should be a pathway of two meters down the middle of the field and a one meter pathway between each allotment. This was proposed by Mr Fothergill and seconded by
Mr Nathan Enefer had written to the council tendering £120.00 per year for Crossroads and the rest of Dobbs. It was proposed by Mrs Barrett and seconded by Mr Denney that this amount be accepted.
Macmillan Cancer Support: A letter has been received from this organisation asking if the Council could support this charity as it has done in the past. It was proposed by Mr Gossage and seconded by Mr Fothergill that a donation of £50.00 is sent as before.
East Anglian Air Ambulance: A letter has been received from this organisation thanking the Parish Council for their donation.
Highways: The clerk has arranged a meeting with Mr Edmunds of the Highways Department to discuss the work done recently in Mill Lane. This meeting is tomorrow 10th October at 12.00 noon. at Mill Lane. Mr Baker and Mrs Raburn said they would be able to attend along with the clerk.
Flashing Lights Outside the School: Mr Tony White our Norfolk County Councillor has been in touch with the clerk to report that he has spoken to NCC Highways and a Fenella Potter is looking into the matter. Councillor White will get back to the clerk as soon as he has some more information.
Cowles Drove: The Enforcement Officer from the Borough Council has written to say that this area at the end of Cowles Drove is not in their area. The clerk has spoken to them and they feel it belongs to Forest Heath area. It was agreed that the clerk should write to Forest Heath Enforcement Office about this matter.
Future Farm: A card of acknowledgement has been received from the Planning Policy Service
Informing the Council of their letter regarding Future Farm and residential caravans is being looked into.
Norfolk RCC: Notification and details has been received from the RCC regarding a meeting to be held on Wednesday 17th October at the NRCC offices Dereham 7.00pm to 9.00 pm. Also details received of Norfolk RCC Training Programme.
Mayor’s Awards for Design in the Environment: Details, Posters and Applications forms have been received for nominations for this award. The clerk has put the post on the Notice Board.
Drainage Board: A copy of a letter sent to Dave Owens by the Borough Council informing him that he has been accepted to represent the Borough Council on the Internal Drainage Board.

44 South Street: A letter has been received from the Development Services informing the Council that the new Double Garage at the above address replaces a single garage and as it is over 5 meters from the dwelling and less that 4 meters in height is does not require permission, also the new structure to the side of the dwelling was shown as being in existence on an earlier planning permission so has been refurbished during the current works, this being so no further action is to be taken.

Location – Blackdyke Fisheries, Blackdyke Road, Hockwold. Lakenheath, Suffolk
Details – Erection of dwelling for occupation by a water bailiff. Development of
Fishing club facilities. Change of use of the land surrounding the proposed dwelling and
Fishing club facilities for amenity purposes. The Parish Council raised no objections to this application. This was proposed by Mr Denney and seconded by Mr Gossage, everyone agreed. Situated away from village but close enough to bring some benefits to the village.
28 Mill Lane
Location – Land East of 28 Mill Lane. Hockwold. Hockwold Thetford
Details – Construction of one bungalow.
The Parish Council raised no objection to this application; this was proposed by Mr Gossage and seconded by Mr Denney. Concern was expressed regarding access as this is opposite the access for the property on the other side of Adders Lane. No-one owns the lane so it is difficult to determine rules regarding access.

buildings and access improvements.
After some discussion the Council rejected this application, the plans stated a three storey extension which it was felt was too large especially as it was in the conservation area. This was proposed by Mrs Arbour and seconded by Mrs Barrett, a vote was taken four votes for the proposal and three councillors abstained.
Mr Gossage declared an interest in this Planning Application and took no part in discussions.

Details – Removal of agricultural occupancy condition Norfolk.
Relating to 2/89/0837/F
The parish council raised no objections to this application on the grounds that it will not effect anyone living near by. This was proposed by Mr Denney and seconded by Mr Baker.

With new tiled roof & alterations.
The parish council raised no objections to this application, saying that the property is in need of a new roof, and did not feel it would effect the surrounding properties. This was proposed by Mr Gossage and seconded by Mrs Barrett.

It was proposed by Mr Denney and seconded by Mr Gossage that these accounts are paid.
5. ANY OTHER BUSINESS
Hockwold Sandpit: The Chairman Mrs Raburn has heard from the Forestry Commission regarding the state of the sandpit. Someone has been and taken out a great deal of sand and gravel. Mrs Raburn had photos of show how much. Mr Gossage said he had given permission to Mr Rutterford to take some sand and gave him the key to the parish gate. He has since spoken to Mr Rutterford who said he had not taken that much and had only used the parish entrance. Sightings by a member of the public and a policeman (on other business) said trailer loads were seen to be taken. The Forestry said they had also arrested and prosecuted several motor cyclists for driving in the Forest. There seems to be no boundary markings for the sandpit the parish will ask the forestry about this matter.
Pearces Close – Red Chestnut Tree: Youngsters have pulled down and broken some branches of this tree so it now looks very lop-sided. Mr Gossage and Mr Long cleared up the branches but feels it should be trimmed. ? By a tree surgeon. Mr Storey said there is a Tree Preservation Officer at the Borough Council who might be able to help in this matter. The clerk will contact him.
Lights: It was reported that the street light at the bottom of Nursery Lane is again out; the clerk will report this matter and get it fixed.
Street Signs: A request has been made for two or three new Nursery Lane street signs. There is only one at the top of Nursery Lane. The clerk will write to the Borough Council about this matter.
Police Matters: When the Safer Neighbourhood Team were in the village they said it was not their remit to deal with bad parking at junctions and complaints about youngsters on bikes doing wheelies down the middle of Main Street. The clerk will write to the Norfolk Constabulary about this matter.
Boundary Close: It was reported that after heavy rain there is a lot of standing water in this close, the clerk will report this matter to the Highways Department.
It was noted that the Borough road sweeper had been in the village recently.
State of Village: Yet again it was commented on the untidy state of the village, dog fouling and shrubs needed to be cut pack. These matters will be put into the village magazine.
Mr Denney reported that the bowles match held recently – Hockwold Bowles Club vs. Shirley Denney's Team raised £366.10 for the village hall Roof Fund which makes a grand total of £1460.00 in total for the village hall fund.
6. DATE OF NEXT MEETING It was agreed that the next meeting of the Parish Council should be held on Tuesday 13th November at 7.30pm.
As there was no further business the Chairman closed the meeting at 8.45 pm.
