MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 15th MARCH 2005 AT 7.00 pm

1.                  MINUTES

 

Resolved:   That the Minutes of the meeting held on the 8th February 2005 previously circulated be approved and signed by the Chairman.  This was proposed by Mr Denney and seconded by Mrs Stratford.

 

2.                  MATTERS ARISING AND CORRESPONDENCE

 

RAF Feltwell – Base Entrance: Squadron Leader Jo Daniel’s who was present at the meeting

Stated that the base has realised that they have to do something in the short term and have moved the guard post further into the base, and have increased it to two lanes of traffic coming onto the base and one lane coming out.  This was discussed with the Borough Council and they were told that planning permission would not be required.  With so many men now having been deployed the base find it difficult to man all the gates, therefore gate two will only be open for short periods, i.e. to allow for the entry and departure of the school buses.

It is also hoped that within 6 to 9 months time they will be able to set up tollbooths similar to gate two at Lakenheath, which will greatly help the situation until the main proposal ‘Elvis’ can be instigated in approximately three years time.  The Highways department have agreed to move the 30mph sign closer to Hockwold in the new financial year i.e. April 2005, but have said that the accident numbers are not bad enough to warrant any further alterations!   Sqd. Leader Daniel’s said she had reported all the above information to Feltwell Parish Council and they were happy with the plans.

Planning – Enforcement Officer :-  A letter has been received from Alan Smith one of the enforcement officers at King’s Lynn regarding Hockwold queries.

31 Main Street – The Brick Wall is acceptable, the garage and flat roof extension needs to be re-measured – a reply is awaited from the owner to arrange a further site inspection.

Blackdyke Drove/Burdock Lane – Site has been inspected and contact made with the owner’s agent requesting various information, nothing-forthcoming so planning contravention notice to be issued.

Hockwold Lodge – Cowles Drove: Site has been inspected, no residential caravans on site, Planning application expected for wall and rebuilding of agricultural building – location of wall is satisfactory. Evidence suggests that building business not being operated from this site.

Island Farm: Contact made with owner and agent, planning application expected in due course.

Red Barn - Cowles Drove: Not registered with land registry, further site inspection necessary.

Mr Smith will keep the Council updated regarding developments in the above.

 

DEFRA: - The Chairman reported that he has correspondence from the Office of the Minister of Rural Affairs and Local Environmental Quality regarding the Clean Neighbourhoods and Environment Bill introduced on 7 December, which increases parish councils powers such as fixed penalty notices for litter, dog control graffiti and fly posting.  The bill also contains sections on crime and disorder, nuisance and abandoned vehicles, waste and noise.  This would be optional and councils would not have to adopt such powers.  If this authority was adopted who would have the money collected in fines!!  Mr Denney said that he would not be part of this scheme in any circumstances.

Mr Storey pointed out that Parish Council’s have been complaining that they have no powers this could be the answer.    This could put councillors in a difficult, delicate and vulnerable position.

This matter could be discussed at the Annual Parish Council Meeting in May.

 

Norfolk Recorders:-   This association has written to the Council requesting further details of the allotments in the village, i.e. when they were purchased, who owned the land previously.  No councillors had any knowledge of this information.  The clerk will fill in the form stating this information.

 

BCKLWN – Trees and Shrubs: A letter has been received from the Borough Council offering councils the chance to purchase trees shrubs and bulbs on a 50/50 basis for payment.   Mr Allsop has taken this information.

 

Definition of an Annex:  Following the clerk’s letter to the planning regarding the definition of an annex, a reply has been received from Alison Wood of Planning.  ‘An annex is a unit of accommodation either attached or detached from the main residential dwelling.  It is under the same ownership of the main dwelling and is not used as a separate unit, rather to be used as ancillary accommodation to the main dwelling.

Plans Approved since the last meeting: - Ref No 05/00209/F – S Waterlow, Maytre Yard Moor Drove Hockwold. Contd. standing of mobile home.

Ref: 05/00230/F – B J Rutterford, Constr. of building for use as grain store at Blackdyke Farm Blackdyke Road Feltwell, Thetford Norfolk.

Ref: 04/02560/F – Tanya Gravenor Willow Holt Blackdyke Road Hockwold – Convert into single dwelling and three self-contained holiday cottages.                             All Approved.

Ref: 04/02480/F        Mr & Mrs G O’Malley, Construction of extension to create new entrance and shower area at 9 Kemps Lane, Hockwold, Thetford, Norfolk.

It was proposed by Mrs Arbour and seconded by Mr Gossage that these accounts are paid.

 

5.                  ANY OTHER BUSINESS

 

Barricades:     These barricades erected near the Bus Shelter by B.T. have been causing great disruption.   Mr Denney has been in touch with the police about this matter.

 

Tractor and Trailer: A tractor and trailer travelling through the village without a sheet over the top, was loosing some of its contents, which turned out to be chicken manure.  Mr Denney said he would ring the police about this matter.

 

Highway Matters: There is a pothole in the footpath in Malts Lane near to the new property being built.

The footpath near to the entrance to Wilton Farm is in need of some repair.

There is a hole at the side of a drain gutter in Main Street near to the junction with Malts Lane.

The clerk will report these matters to Highways.

 

The Lode:  Mr M Denney reported that Mrs K Slater who lives at the Lode, has asked for permission to erect a seat in memory of her late husband Mr Jim Slater, on the Lode under a walnut tree opposite her house.  Mr Denney proposed that permission is given as long as the siting is in accordance to the specified safety regulations; Mr Allsop seconded this.

 

Fibre Optic Sign – Station Road: It was reported that the cover at the base of this sign was off, showing some wires, the clerk will report this matter to the NCC.

 

Rubbish:   It was reported that rubbish dropping out of wheelie bins as they are emptied has dropped onto the roads, and the refuse collectors ignored it and left it lying in the streets.   The clerk will write to the Borough Council.

 

Street Sign – Malts Lane: This missing sign has still not been replaced the clerk will write to the Borough Council again about this matter.

6.                  DATE OF NEXT MEETING

 

It was agreed that the next meeting of the Council should be held on Tuesday 12th April 2005 at 7.30 pm.

 

As there was no other business the Chairman closed the meeting at 7.55 pm.
